Իշխանությունների կողմից խնդիրներին խտրական մոտեցումը կարծես թե խրոնիկ է դարձել: Մի դեպքում նույն դրվագով անձը մեղավոր է, իսկ մյուս դեպքում ոչ, եթե իհարկե իշխանական շրջանակներին է հարում: Որպեսզի ասվածը մերկապարանոց չհնչի, կոնկրետ օրինակի շուրջ կառուցենք մեր խոսքը.
Վերջին օրերին Կոռուպցիայի կանխարգելման հանձնաժողովը (ԿԿՀ) հայտարարություն էր տարածել, թե իբր Գագիկ Ծառուկյանը կողմից հանրային ծառայության մասին օրենքի խախտման հիմքով, վարույթ է իրականացվելու: Սա այն դեպքում, երբ Գագիկ Ծառուկյանը երբեք չի թաքցրել իրեն՝ սեփականության իրավունքով պատկանող ձեռնարկատիրությունները, որոնք սակայն, օրենքով սահմանված կարգով հանձնված են հավատարմագրային կառավարման: Վերջին հայտնի իրադարձություններից հետո, օբյեկտիվորեն կառավարումն իրականացնող կազմակերպության կառավարիչի փոխարինման հարց է առաջ եկել և այս պարագայում սեփականատերը՝ Գագիկ Ծառուկյանը, առանց խախտելու որևէ նորմ, ժամանակավոր պաշտոնակատար է նշանակել նախկին կառավարչի տեղակալին: Այսինքն ըստ էության ամեն բան ըստ օրենքի է, բայց դե ԿԿՀ-ն անհասկանալի պատճառաբանությամբ վարույթ հարուցելու հայց է ներկայացրել:
Բնականաբար այս գործընթացի կուլմինացիան ԿԿՀ-ի հեղինակազրկումն է լինելու, որովհետև ակնհայտ է, որ սա քաղաքական պատվերի հետևանք է:
Հիմա խոսենք շատ ավելի առերևույթ դեպքից, երբ իշխանական պատգամավոր Հայկ Սարգսյանը, Սևանի ափին գտնվող և իրեն պատկանող White Shorja լողափում, անձամբ փարթի է կազմակերպել, անձամբ այնտեղ գտնվելով անգամ տեսախցիկն է ֆիքսել, թե ինչպես է ցուցումներ տալիս, ինչպես է հետևում ամբողջ ընթացքին և այլն: Մի խոսքով ակնհայտ է, որ պատգամավոր Սարգսյանը խախտում է օրենքն ու պատգամավորական գործունեության հետ միաժամանակ զբաղվում է նաև բիզնեսով: ԱՅս դեպքում սակայն ինչպես տեսնում ենք ԿԿՀ-ն հերմետիկ փակել է աչքերն ու ականջները և կոնկրետ փաստերի հիման վրա չի ցանկանում վարույթ հարուցել, որովհետև չունի նման հրահանգ կամ էլ «սվոյներին» է պաշտպանում ուղղակի: Այստեղ արդեն այդ հանձնաժողովի անաչառության կամ անկախության մասին խոսելն ավելորդ է, դա հերթական լծակն է՝ ընդդիմադիրների նկատմամբ ճնշումներ իրականացնելու համար:
Հա մեկ կարևոր դիտարկում ևս, Հայկ Սարգսյանի կազմակերպած փարթիի ժամանակ, ոչ ոք դիմակ չէր կրում, այսինքն խախտվել է նաև պարետի որոշումը և այս օրերին, Սևանի ափին խիստ վերահսկողությունից դուրս է մնացել Հայկ Սարգսյանի լողափը, ինչը կրկին վկայում է ընտրովի մոտեցման մասին:
Ի դեպ Հայկ Սարգսյանի դեպքը միակը չէ, եթե այս օրերին շրջեք Հայաստանում գտնվող հանգստյան գոտիներով, ապա կտեսնեք նաև իշխանական այլ պատգամավորների, ովքեր կրկին զբաղված են բիզնես գործունեությամբ, իրենց պատկանող հանգստյան վայրերում:
Ինչ է ստացվում, նախկին արատավոր բարքերը այսօր էլ շարունակում են տիրել, փոխվել են միայն դեմքերը, երևույթը սակայն, նույնն է մնացել: Հետևությունները թողնում եմ ընթերցողին, արդյո՞ք սա էինք ուզում մենք...
