Հուլիսի 12-ից Տավուշի հայկական սահմանի ուղղությամբ Ադրբեջանի հարձակումները լիովին ապարդյուն անցան և լիովին կասեցվեցին ու հետ մղվեցին հայկական զինված ուժերի կողմից։ Չնայած սահմանում դեռևս հարաբերականորեն հանգիստ վիճակ է, բայց դա չի նշանակում, որ իրավիճակը ցանկացած պահի Ադրբեջանը չի կարող սրել։

Իսկ այն, որ Ադրբեջանը ձգտում է կրկին իրավիճակը տանել էսկալացիայի ճանապարհով, պարզ է դառնում նաև այդ երկրի ղեկավարության և պաշտոնական շրջանակների հայտարարություններից։ Դրա համար էլ Հայաստանը պետք է պատրաստ լինի դիմակայելու ցանկացած սադրանքի՝ այդ թվում և տեղեկատվական։

Հանրության հետ պետք է ակտիվ աշխատանքներ տանել, որպեսզի քաղաքացիները չդառնան հակառակորդի ապատեղեկատվության զոհերը, և սոցցանցերի հայկական տիրույթում հնարավոր չլինի խուճապ տարածել։

Սակայն այս կոնֆլիկտի ամենակարևոր հատկանիշներից մեկն էլ դրա միջազգային հնչեղությունն է։ Հայաստանի սահմանին տեղի ունեցած բախումները աշխարհաքաղաքական առումով տարածաշրջանում լուրջ պայթյունի կարող են հանգեցնել այն դեպքում, երբ հակամարտությունն ավելի խորանա, իսկ բախումների աշխարհագրությունն ընդլայնվի և վերածվի լայնամասշտաբ պատերազմի։

Խնդիրն այն է, որ մեր տարածաշրջանում խաչվում են ինչպես տարածաշրջանային հզոր երկրների, այնպես էլ աշխարհի մասշտաբով ծանրության կենտրոն հանդիսացող պետությունների շահերը։ Եվ պատահական չէ, որ այս օրերին և՛ հայկական կողմը, և՛ ադրբեջանական կողմն ակտիվ դիվանագիտական աշխատանքներ են տանում տարբեր երկրների հետ։

Ռազմի դաշտը՝ ռազմի դաշտ, բայց դիվանագիտական հաղթանակը շատ հաճախ ավելի մեծ կարևորություն ունի, քան ռազմական հաղթանակը։ Ռազմական հաղթանակ տանելուց հետո այն անհրաժեշտ է ամրագրել նաև դիվանագիտական դաշտում։ Սակայն մենք պատմության ընթացքում ականատես ենք եղել նաև այնպիսի դեպքերի, երբ պատերազմական հաղթանակը ի վերջո դիվանագիտական պարտության է վերածվել։ 

Եղել է նաև հակառակը, երբ հնարավոր է եղել առանց ռազմական գործողությունների դիվանագիտական հաջող կոմբինացիաների հաշվին մեծ հաջողությունների հասնել և անգամ նոր տարածքներ ձեռք բերել։ Սակայն ներկայիս իրավիճակում դիվանագիտական հարթության վրա հաջողությունների հասնելու համար Հայաստանից մեծ էներգիա և ջանքեր են պահանջվելու։

Պետք է նկատի ունենալ, որ տարածաշրջանում իր դիրքերն ամրապնդելուն միտված ակտիվ քաղաքականություն վարող Թուրքիան մեծացնում է իր ներգրավվածությունը հայ-ադրբեջանական կոնֆլիկտին՝ որդեգրելով բացահայտ ադրբեջանամետ դիրքորոշում։

Իսկ թուրք-ադրբեջանական տանդեմին Հայաստանը կկարողանա հակակշռել առաջին հերթին Ռուսաստանի ակտիվ միջամտության շնորհիվ։ Պետք է խոստովանել, որ ճիշտ է՝ Հարավային Կովկասում տարբեր ուժեր ունեն իրենց հետաքրքրությունները, բայց ամենից մեծ ազդեցությունն ու լծակներն ունի Ռուսաստանը։

Եվ չնայած Հայաստանը տարածաշրջանում Ռուսաստանի հիմնական գործընկերն ու դաշնակիցն է, բայց տպավորություն է, որ ռուսական կողմը հապաղում է միջնորդական դերակատարություն ստանձնելու հարցում, ինչից բնականաբար փորձում է օգտվել Թուրքիան։ Այնինչ, ռուսական կողմը կարող էր կոշտ գնահատականներ հնչեցնել և սաստել Թուրքիային։

Թերևս այսպիսի իրադրության պատճառն այն է, որ Հայաստանում տեղի ունեցած իշխանափոխությունից հետո հայ-ռուսական հարաբերություններում առկա է անվստահության բարձր մակարդակ, և բազմաթիվ խութեր են կուտակվել։ 

Դրա համար էլ Հայաստանի ներկա իշխանությունների համար առաջնահերթ պետք է լինի հայ-ռուսական հարաբերությունները խորացնելը, և հետո միայն արտաքին այն մյուս գործընկերների հետ համագործակցությունը, որոնք որ կարող են նպաստել տարածաշրջանում հավասարակշռության պահպանմանը։
