Ծիրանային կրքերից մինչև անիրագործելի թվացող երազանքներ

Ծիրանի խնդրի շուրջ համաժողովրդական համախմբումը դրական ազդակ է հաղորդում։ Այսպիսով՝ ի ցույց դրվեց, որ գործարարը ոչ միայն ժողովրդի անբաժանելի և հարազատ մասն է, այլև նման իրավիճակներում վճռորոշ դեր կարող են ստանձնել։ Այս առումով՝ դարձյալ հարկ է անդրադառնալ այն վտանգավոր միտումներին, ըստ որոնց գործարարին ներկայացնում են որպես սոցիալական թշնամի, մաշված-դարն ապրած կարծրատիպերով վատաբանում, մեղադրում նրան ժողովրդի վատ ապրելու համար։ Ծիրանի խնդիրը ցույց տվեց այդ մեղադրանքների սնանկությունը։ Ապացույցը՝ ռուսական քաղաքներում հայկական ծիրան վաճառելու հարցում խոշոր գործարարների՝ Գագիկ Ծառուկյանի, Սարիբեկ Գևորգյանի, Սամվել Կարապետյանի կողմից կատարված համարժեք քայլերն են, որոնց արդյունքում Հայաստանից արտահանված ծիրանը կվաճառվի և եկամուտները կհոսեն հայ մարդկանց ընտանիքներ։ Այսպիսով՝ հօդս ցնդեցին այն պսևդոփաստարկներն, իբր գործարարը մտածում է միայն իր քսակի մասին, իբր նրան չեն հետաքրքրում հանրային խնդիրները, իբր կապիտալը չի ենթարկվում քաղաքական, մշակութային, ազգային հետաքրքրություններին և հոսում է այնտեղ, որտեղ ավելի մեծ շահույթ ունի։ Ծիրանի խնդիրն ապացուցեց, որ գործարարները կարող են սպասարկել հանրային օրակարգը, արդյունավետ քայլերով արձագանքել ժողովրդին հետաքրքրող խնդրին։
Օգտվելով այս ոգևորիչ առիթից, կարելի է խաղի նոր կանոններ ամրագրել գործարարների և իշխանությունների միջև։ Խոսքը չի վերաբերում խոշորներին խոշոր հարկերի տակ ճզմելուն, այլ գործարարի՝ հանրային օրակարգի խնդիրների նկատմամբ ունեցած բարոյական և սոցիալական պատասխանատվությունը զարգացնելուն։ Կապիտալը ռազմավարական նշանակության խնդիրներին, ժողովրդի բարեկեցության աճին, տնտեսութան զարգացմանն ու պետության առաջընթացին ուղղելու համար առաջին հերթին անհրաժեշտ է կոտրել գործարարի և գործարարության հանդեպ նեգատիվ կարծրատիպերը, գործարար երազանքներն ազատագրել «փոքր ածուի» անլիարժեքության բարդույթներից, խրախուսել ոչ միայն մանր ու միջին ձեռերեցությունն ու ժուժկալությունը, այլև մեծ և ժամանակից առաջ անցնող նախագծերն, այդ թվում՝ անիրագործելի թվացողները, այդպիսով՝ ստեղծագործական լիցք հաղորդելով ժողովրդին։ Հարկ է հաշվի առնել, որ խոշոր կապիտալ տնօրինողները հանրային հարգանք են վայելում և կարող են նաև բարոյական ներդրում ունենալ հասարակության և պետության զարգացման և առաջընթացի գործում։ Երբ իշխանությունները նախանշեն պետության և հասարակության առաջընթացի ռազմավարությունը և խոշոր գործարարներին դիտարկեն որպես ամենաիրական դաշնակից, ապա, ենթադրաբար, հնարավոր կլինի նրանց ներգրավել ռազմավարական նշանակության նախաձեռնություններում։
Պարզ ասած՝ ժամանակն է հրաժարվել ժողովրդին և գործարարին միմյանց դեմ լարելուց, հրաժարվել հեղափոխականությունից, անցնել պետականավարման պահպանողական սկզբունքներին, մասնավորապես՝ նպատակաուղղել գործարարի ջանքն ի շահ և ի բարօրություն քաղաքացիական հասարակության և ժողովրդավարական պետության։
