Արտակարգ և հատկապես պատերազմական իրավիճակներում կառավարման և արդյունավետության տեսանկյունից թերևս ամենակարևոր հանգամանքը նրանում է, որ գործեն իրենց գործի պրոֆեսիոնալները: Հատկապես այսօր գերկարևոր խնդիր է ռազմական և դիվանագիտական գերատեսչությունների ղեկավար առաջամարտիկների օպերատիվ և ապաքաղաքական ճկունությունը, որոշումների ընդունման ժամանակահատվածում: Այլևս ակնհայտ է, որ հայ-ադրբեջանական սահմանի ռազմական լարվածությունը ունի բազմաշերտ բնույթ և նույնքան բազմաշերտ դիվանագիտական և ռազմական զարգացումների պոտենցիալ:
Բախման և հնարավոր պատերազմի ընդլայնման և ֆրոնտերի փոփոխման և ընդլայնման ռիսկերը ևս պետք է մարտավարական առումով հաշվարկելի լինեն:
Հենց այստեղ է էական , որ գործողությունների ռազմա-տակտիկական և դիվանագիտա-քաղաքական վերլուծությունները, և դրանց կիրառումը իրականցվի բացառապես գերատեսչական նվիրյալ պրոֆեսիոնալների կողմից այլ ոչ թե քաղաքական իշխանական իսթեբլիշմենթի կողմից:

Ես նույնիսկ համաձայն եմ, որ բոլոր հաջողությունների դափնիները քաղաքական էլիտան կախի իր վզից, սակայն թախանձագին խնդրում եմ հիմա առհասարակ չխոսել , չխառնվել և ամենակարևորը բթամիտ և անմեղսունակ կերպով չխառնվել գործընթացին: Խաղադրույքները շատ բարձր են , իսկ խաղը բազմաշերտ և բարդ շարունակության միտումներ ունի, որտեղ բացառապես պետք է գործել պետության անվտանգային շահի գերակայության ընկալմամբ և համապատասխան գործելաոճով, ոչ թե հախուռն և անմեղսունակ պրիմիտիվ հեղափոխախառը դեմագոգիայով և անորակ քաղաքականացված ոճով:
