Շնորհավորում եմ բարեկամ Ֆրանսիայի ժողովրդին և իշխանություններին՝ երկրի ազգային տոնի կապակցությամբ: Ֆրանսիան երկրորդ հայրենիք է դարձել Ցեղասպանությունից փրկված հազարավոր հայերի համար, ովքեր ձեր ջերմ երկրում ստացան կյանքի երկրորդ հնարավորություն իրենց և իրենց սերունդների համար:
Մենք բարձր ենք գնահատում Հայաստան – Ֆրանսիա առանձնահատուկ և ջերմ փոխհարաբերությունները և պատրաստակամություն ենք հայտնում նպաստել այդ հարաբերությունների զարգացմանը: Հայ-ֆրանսիական մշակութային համագործակցությունը գալիս է դարերի խորքից և, վստահաբար, շարունակվելու է դեռ երկար դարեր: Հայաստանը ֆրանկոֆոն ընտանիքի լիարժեք անդամ է, և Ֆրանսիայի քաղաքացի բազմաթիվ հայեր այսօր էլ լավագույնս մեկտեղում են ֆրանսիական և հայկական մշակույթները՝ ավելի ամրապնդելով մեր երկու երկրների բարեկամական կապերը:
Կարևորում ենք նաև ղարաբաղյան հակամարտության խաղաղ կարգավորման բանակցային գործընթացում ԵԱՀԿ Մինսկի խմբի շրջանակներում պաշտոնական Փարիզի՝ որպես համանախագահողի գործադրած անկեղծ ջանքերը՝ հանուն տարածաշրջանային խաղաղության և կայունության:
Մեր երախտիքն ենք հայտնում համավարակի դեմ պայքարում Հայաստանին՝ Ֆրանսիայի իշխանությունների կողմից աջակցության պատրաստակամության, ինչպես նաև ֆրանսիացի բժշկիների ցուցաբերած մասնագիտական աջակցության համար:
Կրկին շնորհավորելով Ֆրանսիայի ժողովրդին ազգային տոնի առթիվ՝ մաղթում ենք բարօրություն ու զարգացում, իսկ Ֆրանսիայի իշխանություններին՝ համավարակի դեմ պայքարում հաստատուն կամք ու պետական կառավարման նորանոր հաջողություններ:
