Համավարակով պայմանավորված՝ առաջարկվում է երկարաձգել աղետի գոտում բնակարանների գնման վկայագրերի ժամկետը

Քաղաքաշինության կոմիտեն հանրային քննարկման է ներկայացրել նախագիծ, որով առաջարկում է փոփոխություններ կատարել կառավարության 2019 թ.-ի նոյեեմբերի 14-ի N1610-Ն որոշման մեջ: Նախագծի նպատակն է կառավարության որոշման համաձայն տրամադրված բնակարանի գնման վկայագրերի միջոցով բնակարանի (բնակելի տան) ձեռքբերման ժամկետի փոփոխությունը, այն է՝ երկարաձգումը:

Նախագիծը մշակվել է Լոռու և Շիրակի մարզպետների առաջարկության հիման վրա: Հիմք է ընդունվել երկու մարզպետարանների տրամադրած տեղեկատվությունը, պարետի որոշումները: Ինչի՞ մասին է խոսքը:

Նախագծի հիմնավորման մեջ նշվում է՝ այս որոշմամբ նախատեսված է, որ աղետի գոտու բնակավայրերում երկրաշարժի հետևանքով անօթևան մնացած ընտանիքների բնակարանային խնդիրների լուծման նպատակով պետական աջակցությամբ իրականացվող բնակարանային ապահովման ծրագրի շահառու ճանաչված ընտանիքներին տրամադրվող վկայագրում բնակարանի (բնակելի տան) ձեռքբերման ժամկետ է ամրագրվում վկայագիրը տրամադրելու օրվանից հաշված 6 ամիս` առանց ժամկետի երկարաձգման հնարավորության: Սակայն Շիրակի և Լոռու մարզպետները դիմել են այս ժամկետը երկարաձգելու առաջարկությամբ՝ հաշվի առնելով նոր կորոնավիրուսի համավարակով պայմանավորված հանրապետությունում հայտարարված արտակարգ դրության պայմաններում նախորդ ամիսներին ազատ տեղաշարժի, նոտարական, կադաստրային գրասենյակների, բանկերի գործունեության մասով գործած սահմանափակումները:

Նախագծի ընդունմամբ ակնկալվում է՝ հաշվի առնելով համավարակով պայմանավորված սահմանափակումները, նախատեսված աշխատանքների համար սահմանել իրատեսական ժամկետ:

Նախագծի մշակման համար ֆինանսական հաշվարկների անհրաժեշտություն չի եղել, ինչպես նաև դրա ընդունման դեպքում պետական բյուջեում կամ տեղական ինքնակառավարման մարմինների բյուջեներում ծախսերի և եկամուտների ավելացումներ չեն առաջանում:
