Սոցիալական արդարություն չկա այնտեղ, որտեղ բարձր դիրք ունեն մարդու հանդեպ հավատը կորցրածը, մերձավորի հանդեպ ատելությամբ-արհամարհանքով առաջնորդվողը, զոռբա-տգետը, մարդուն մատերիալի հետ համեմատողը, Պողոսին վերևից նայողը։ Տարածված կարծիք կա, իբր սոցիալական արդարությունը վերաբերում է բարիքների հավասար բախշմանը կամ սոցիալական նվազագույն պայմանների բավարարմանը։ Իրականում՝ սոցիալական արդարության հարցում կարևոր է մարդկանց ինքնադրսևորման և հաջողության հասնելու հավասար հնարավորությունների ապահովումը։ Այս դեպքում օրենքն ու նորմը ոչ թե խստացվում են ու ճնշում մարդուն, այլ պարզեցվում, որպեսզի մարդն անվարան կարողանա անվերջ բարելավել իր կյանքը։ Երեկ Նախագահ Արմեն Սարգսյանն, անդրադառնալով Գույքահարկի մասին օրենքին, շեշտեց՝ «Մեզ համար բարձրագույն արժեք պետք է լինի մարդը, որը ստեղծում է նաև մշակույթ և միջավայր»: Սա նաև սոցիալական արդարության ելակետն է, որի ամրացման արդյունքում իշխանության նախաձեռնությունն ուղղված կլինի մարդու բարեկեցությունն ու երջանկությունը բազմապատկելուն, ոչ թե հարկային ճնշմամբ Երևանի կենտրոնից դուրս շպրտելուն, ոչ թե արտագաղթի, այլ կատարելագործման դռներ բացելուն, ոչ թե հիասթափեցնելուն և լուսանցք մղելուն, այլ քաջալերելուն և ի գործ մղելուն։ Խորհրդային բռնազավթումից ազատագրված մի շարք երկրներ ընտրել են զարգացման ժողովրդավարական ուղին և ազատ տնտեսությունը, կառուցում են քաղաքացիական հասարակություններ։ Այս գործընթացի հաջողության բանալին ժողովրդավարական-քաղաքացիական հասարակության հիմնարար արժեքներն են՝ ազատությունը, հավասարությունը, եղբայրությունը։ Մարդու իրավուքների համընդհանուր հռչակագրի առաջին հոդվածի համաձայն՝ բոլոր մարդիկ «պարտավոր են միմյանց նկատմամբ վարվել եղբայրության ոգով»։ Երբ եղբայրությունը գերակա արժեք է, մարդն, անկախ զբաղեցրած պաշտոնից-դիրքից, չի ճնշի-ստորացնի-հալածի մարդուն, առավել ևս՝ ժողովրդին։ Մասնավորապես՝ երբ պատգամավորը Քաղաքացուն կընկալի որպես եղբայր, ապա նրա նկատմամբ արդար կվարվի, կընդունի այնպիսի օրենք ու որոշում, որոնց արդյունքում եղբայրները կստանան ինքնադրսևորման և առաջընթացի նոր հավասար հնարավորություններ, կձևավորվի միջավայր, որտեղ եղբայրներն ազատ-երջանիկ կզգան, կպահպանեն և կզարգացնեն մշակույթն ու տնտեսությունը, կբարձրացնեն Օրենքն ամեն ինչից վեր, կամրացնեն պետության միջազգային դիրքն ու հեղինակությունը։ Ցավոք, այս մոտեցումն այսօր չի գործում։ Պատճառը, թերևս, իռացիոնալ աշխարհայացքի ազդեցությամբ ձևավորված սոցիալական իռացիոնալ վախերն են, որոնց ճնշման տակ պաշտոնյան հակասոցիալական, քաղաքի դեմքն աղավաղող, մշակույթի պահպանումն ու զարգացումն արհամարհող, սոցիալական արդարությունը ոտնահարող որոշում-օրենք է ընդունում, իսկ հասարակությունը չի գտնում գործիք-միջոց, որով կարողանա պաշտպանել արդարությունը, արժեքը, մշակույթը, իրավունքը, և այդպիսով՝ մնում քաղաքացիական հասարակություն դառնալու անցումային փուլում՝ խլրդաբնում։
