ԱՄՆ-ն ու Չինաստանը շտապում են հայկական բանակ. ինչ է պատահել
POLITICSՀայաստանի պաշտպանության նախարար Դավիթ Տոնոյանը հուլիսի 9-ին ընդունել է Հայաստանում Չինաստանի դեսպան Թիան Էրլունին: Նախարարն ու դեսպանը քննարկել են երկկողմ հետաքրքրության հարցեր, անդրադարձել գործակցության խորացմանն ու քննարկել նաեւ միջազգային ու ռեգիոնալ անվտանգության խնդիրներ:
Պաշտպանության նախարարությունում տեղի ունեցած հանդիպումը հատկանշական է երկու օր առաջ մեկ այլ դեսպանի՝ Հայաստանում ԱՄՆ դեսպան Լին Թրեյսիի պաշտպանության նախարարություն այցի եւ նախարար Տոնոյանի հետ հանդիպման ֆոնին: Նախարարն ու ԱՄն դեսպանը նույնպես քննարկել էին երկկողմ գործակցության խորացմանը, միջազգային անվտանգության համակարգի խաղաղարար նախաձեռնություններին Հայաստանի մասնակցությանը եւ ռեգիոնալ անվտանգությանն առնչվող հարցեր:
Հայաստանի պաշտանության նախարարությունը փաստորեն հայտնվել է աշխարհակարգային վերափոխման գործընթացի առանցքային տանդեմի՝ ԱՄՆ ու Չինաստանի ուշադրության կենտրոնում: Վաշինգտոնն ու Պեկինը կորոնավիրուսի ֆոնին թեժացած դիմակայությամբ փաստացի ձեւավորում են նոր աշխարհակարգը, գործնականում անվիճելի դարձնելով գերակա տանդեմի կարգավիճակը, որի ներքո թերեւս գծվելու է աշխարհի նոր քարտեզը եւ ուժերի հարաբերակցությունը:
Հայաստանի, հայկական բանակի հանդեպ ուշադրությունը լիովին հասկանալի է: Ի վերջո, հայկական բանակը խոշոր հաշվով նոր աշխարհակարգի առաջին աղյուսի՝ արցախյան հաղթանակի հեղինակն է: Միաժամանակ, 2016 թվականին բանակը պահեց իր «հեղինակային իրավունքը», չնայած ռազմա-քաղաքական բալանսի ըստ էության ճակատագրական աստիճանի թվացող խախտվածությանը:
Հետագա իրադարձությունները ամրապնդել են Հայաստանի դերը, թավշյա հեղափոխության արդյունքում այն բարձրացնելով նոր աստիճանի: Գործնականում, գրեթե կասկածից դուրս է այն, որ նոր աշխարհակարգում Կովկասի անվտանգության առանցքը լինելու է հայկական: Հարցն այն է, թե ինչ է հավաքվելու, ինչ կառուցվածք է ձեւավորվելու դրա շուրջ:
Այդ տեսանկյունից, հատկանշական էր օրերս պաշտպանության նախարար Դավիթ Տոնոյանի կոշտ հայտարարությունը Ռուսաստանի ռազմակայանը Հայաստանից հեռացնելու թեմային: Նա հայտարարել էր, որ դա անբարոյություն է եւ աշխարհաքաղաքական ու քաղաքական տհասություն: Պաշտպանության նախարարի կոշտ արձագանքն ըստ ամենայնի պայմանավորված էր հարցի եւ իրադրության զգայունությամբ, որտեղ ռուսական ռազմակայանի հարցն օրակարգ բերելով, հնարավոր է նենգափոխել եւ մանիպուլացնել ընթացիկ իրական օրակարգը, որն առնչվում է ռեգիոնալ անվտանգության հայկական ճարտարապետության ամրացմանն ու դրա արձանագրմանը աշխարհակարգային գերակա տանդեմի՝ ամերիկա-չինական մակարդակով: Ակնառու է, որ դիմակայող երկու ուժային կենտրոնների համար բազմաթիվ հարցերի պարագայում թերեւս հանվելու են հարցերը հայկական առանցքի առնչությամբ:
Այդ պայմաններում, երբ փոխվում է ռեգիոնալ անվտանգության ճարտարապետությունը կամ արձանագրվում այն երկու գերակա կենտրոնների ռազմավարական հեռանկարի մակարդակով, ռուսական ռազմակայանի հանգամանքը անխուսափելի ենթարկվում է տրանսֆորմացիայի եւ ռուս-թուրքական անվտանգային կառուցվածքի տրամաբանությամբ ռուսական ներկայությունը տրանսֆորմացվելու է դեպի հայկական անվտանգային առանցքի տրամաբանություն:
Կմնա՞ Մոսկվան այդ տրամաբանության մեջ եւ կշարունակի իր որոշակի դերակատարումը, թե՞ կգերադասի քննարկել հեռանալու տարբերակները, արդեն կլինի իր խնդիրը, որը չի սպառնա ռեգիոնալ ռազմա-քաղաքական վակուումով:
