Դիմակների համար տուգանքները բարձրացնող նախագիծը կրկին կբերվի՞ Ազգային ժողով

Ազգային ժողովի իշխող խմբակցությունը երկու օր առաջ  շրջանառության մեջ էր դրել մի նախագիծ, որի համաձայն.բաց տարածքներում դիմակ չկրելու համար տուգանքը 10000 ՀՀ դրամից դառնում է 20000  դրամ, փակ տարածքներում և տրանսպորտում դիմակ չկրելու համար տուգանքը դառնում է 50000 դրամ:

Նույն արարքը կրկին կատարելու դեպքում`տուգանք կրկնակի չափով`40 և 100 հազար դրամ:
Առաջարկում էին նաեւ կրճատել տուգանքի բողոքարկման ժամկետը՝  երկու անգամ`30-ի փոխարեն դարձնելով 15 օր:

Սակայն երեկ խմբակցությունում տեղի ունեցած թեժ քննարկումների արդյունքում որոշել էին, որ այն առայժմ օրակարգ չի բերվի: Այսօր խորհրդարանի արտահերթ նիստի ընթացքում ԲՀԿ-ական Նաիրա Զոհրաբյանը հետաքրքրվեց՝ արդյոք նախագիծն ընդհանրապես չի՞ բերվի օրակարգ:

Ի պատասխան՝ Սիսակ Գաբրիելյանը, ով ներկայացնում էր արտահերթ նիստի օրակարգը,  ասաց. «Նախագիծն այս պահին շրջանառությունից ընդհանրապես հանված է, իսկ կգա, թե չի գա, ոչ ես, ոչ Դուք, ոչ որեւէ մեկը չի կարող սահմանափակել պատգամավորի սահմանադրական իրավունքը` ներկայացնելու օրենսդրական նախաձեռնություն: Հետեւաբար, ես չեմ կարող բացառել, որ  այդ թվում ձեր խմբակցությունից որեւէ մեկը վաղը կառաջարկի դիմակների տուգանքը 150 հազար դարձնել»:

Սիսակ Գաբրիելյանը նշեց նաեւ, որ դիմակների տուգանքների չափի հետ կապված կան տարբեր քննարկումներ, եւ մի մասը օրինակ է բերում Վրաստանը, որը հարյուր հազարից էլ ավելի է, իսկ մի մասը նշում է, որ այդպիսի մեթոդների պետք չէ գնալ:

«Բայց մեր խմբակցությունը հայտարարել է, որ նպատակահարմար չի գտել այս փուլում դա բերելու, շրջանառությունից հանված է, բայց ես չեմ կարող բացառել որեւէ մեկի փոխարեն, որ նման նախագիծ կարող է բերվել»,-ասաց նա:

Մնում է հասկանալ՝ ովքեր են ներկայացնում «Իմ քայլը», կամ ինչպես է ստացվում, որ խմբակցությունում տվյալ պահին համարում են, որ տուգանքների չափը պետք է մեծացնել, բայց մեկ օր հետո «զադնի են դնում»։

 Հիշեցնենք, որ նախագիծը շրջանառության մեջ էր դրվել ֆրակցիայի անունից։
