Տարակարծություններ կառավարման համակարգի շուրջ
POLITICSԻնչպես հայտնի է, Նիկոլ Փաշինյանը հայտարարել է, որ ՀՀ-ին անհրաժեշտ է նոր Սահմանադրություն։
Արդեն տևական ժամանակ է՝ գիտնական-իրավաբանների կողմից կազմված մասնագիտական հանձնաժողովն աշխատանքներ է իրականացնում։ Ի դեպ, նախօրեին հանձնաժողովի մի խումբ անդամների հետ հանդիպել է նախագահ Արմեն Սարգսյանը:
Սահմանադրության օրվա կապակցությամբ արված իր գրառման մեջ Նիկոլ Փաշինյանը նշել էր, թե Սահմանադրության փոփոխության գործընթացի սկիզբը կտրվի 2021 թվականից, և հանրության շրջանում կիրականացվեն քննարկումներ։
«Փաստ» թերթի տեղեկություններով, Նիկոլ Փաշինյանին Սահմանադրության փոփոխությունների տարբերակներ և առաջարկություններ են ներկայացրել տարբեր մերձիշխանական ուժեր, ավելին, ըստ մեր աղբյուրների, ՀԱԿ-ը նույնիսկ փոփոխությունների ամբողջական փաթեթ է ներկայացրել։
Այդ փաթեթում կառավարման համակարգի փոփոխության մասին խոսք եղել է, թե ոչ, ճշտել չհաջողվեց: Ի դեպ, հավելենք, որ ՀԱԿ ներկայացուցիչները քանիցս նշել են նախագահական համակարգին վերադառնալու մասին, հիմա էլ ժամանակ առ ժամանակ հրապարակ են նետում Լևոն Տեր-Պետրոսյանի տարբեր ելույթներից հատվածներ, որտեղ առաջին նախագահը նշում է, որ «Հայաստանի Հանրապետությունում կառավարման նախագահական համակարգն այլընտրանք չունի»։
Այնինչ, Նիկոլ Փաշինյանը մի քանի անգամ փաստել է, որ Սահմանադրության փոփոխության դեպքում կառավարման համակարգը չի փոխվի։
