Սրացում Բաքվում. ինչ օրակարգով է Մնացականյանը մեկնում Արցախ
POLITICSՀայաստանի արտաքին գործերի նախարար Զոհրաբ Մնացականյանն աշխատանքային այց է կատարելու Արցախ, որտեղ նա հանդիպումներ կունենա Արցախի նախագահի, արտգործնախարարի եւ ԱԺ նախագահի, ինչպես նաեւ Արցախի թեմի առաջնորդ Պարգեւ Սրբազանի հետ:
Արարողակարգային իմաստով այցը թողնում է Արցախում նոր իշխանության ձեւավորումից հետո Հայաստանի հետ արտաքին քաղաքական հարթության վրա պաշտոնական շփման առաջին ակտի տպավորություն: Ինչպիսին է այցելության «օպերատիվ» օրակարգը: Այդ իմաստով, Արցախ Հայաստանի արտգործնախարարի այցը տեղի է ունենում կարգավորման գործընթացի շուրջ հետաքրքիր զարգացման ֆոնին:
Խոսքը տվյալ դեպքում այն մասին է, որ Բաքվում պետական անվտանգության ծառայությունը հուլիսի 3-ին հատուկ գործողություն է իրականացրել այդ երկրի արտգործնաարարությունում, հայտարարելով, որ տեղեկություն կա, թե որոշ պաշտոնյաներ գործել են Ադրբեջանի պետական շահի դեմ: Ըստ Բաքվի լրատվամիջոցների, հատուկ գործողության արդյունքում ձերբակալվել է Մամեդյարովի զինակից եւ ընկեր, ԱԳՆ գործերի կառավարիչ Մոլլազադեն:
Մամեդյարովի նկատմամբ հատուկ գործողությունը տեղի է ունենում Մնացականյան-Մամեդյարով տեսակոնֆերանսից երկու օր անց: Հեռավար հանդիպումը տեղի է ունեցել Մինսկի խմբի համանախագահների ներգրավվածությամբ: Դրանից հետո նրանց տարածած հայտարարության մեջ կարեւոր է համարվել խաղաղությանն ուղղված քայլերը եւ հնարավորինս արագ առարկայական բանակցության անցնելու մթնոլորտի ձեւավորումը, եւ միաժամանակ ընդգծվել է, որ հարցը չունի ռազմական լուծում: Համանախագահները դատապարտել են հրահրիչ հայտարարությունները: Իսկ դրանցով զբաղվում է ադրբեջանական կողմը:
Բաքվում դեռեւս ապրիլի 21-ի նույն ձեւաչափով հանդիպումից հետո էին հայտարարում դիվանագիտական պարտության մասին, այն էլ մինչեւ անգամ Ալիեւի մերձավոր շրջապատից ակնարկների եւ խորհրդարանի պատգամավորների ուղիղ հայտարարություններով:
Միեւնույն ժամանակ, Ադրբեջանի նախագահի համար թերեւս դժվար կլինի Մամեդյարովին հեռացնել հենց այն պատճառաբանությամբ, որ պարտվել են կամ պարտվում են: Հնարավոր է, որ այդ պատճառով ստեղծվում է հակապետական կոռուպցիոն սկանդալի պատմությունը: Սակայն դեռեւս պարզ չէ, թե ինչ կլինի Մամեդյարովի ճակատագիրը:
Տեղին կարող է լինել թերեւս հարցը, թե արդյոք կատարվողը նաեւ Ադրբեջանի իշխանության ներսում ակնհայտ շահերի բախման եւ հակասությունների սրված գործընթացի դրսեւորում չէ, որտեղ մի թեւը ՊԱԿ միջոցով փորձում է հասնել մյուսի պարտության:
Հայաստանի արտգործնախարարը Արցախ է մեկնում այդ իրավիճակում, ինչը գործնականում հնարավոր է բնորոշել դիվանագիտական առավելության վիճակ: Մյուս կողմից, դա իր հերթին ոչ թե հանգստանալու, այլ հակառակը՝ ավելի զգոն լինելու առիթ է:
Այդ իմաստով հայկական կողմի խնդիրը պարզ է՝ շարունակել ռազմա-տեխնիկական առումով Ալիեւին զրկել ռազմական շանտաժի դիվանագիտության հնարավորությունից, եւ հնարավորինս բազմազանեցնել դիվանագիտական փաթեթը, ներգրավելով այդ իմաստով նորանոր բաղադրիչներ՝ այդ թվում Արցախի սուբյեկտության բարձրացման եւ որպես բանակցային կողմ ներգրավման ռազմավարական նպատակի տեսանկյունից:
