Հայաստանում սահմանադրական փոփոխությունների հանրաքվեին նախորդող լռության օր է: Ավարտվել է քարոզչությունը, երկիրը պատրաստվում է համապետական քվեարկության: Հանրապետությունում հանրաքվեի քվեարկության անցկացման համար 41 ընտրատարածքում կազմավորվել է 1997 ընտրատեղամասեր: Համաձայն ՀՀ ոստիկանության կողմից ընտրությունից 10 օր առաջ հրապարակված տվյալների' ՀՀ ընտրողների ռեգիստրում ընդգրկված հանրաքվեի մասնակիցների ընդհանուր թիվը 2 միլիոն 551 հազար 682 մարդ է: Այդ թվում' այլ համայնքի հաշվառում ունեցող, ըստ հաշվառման վայրի հանրաքվեի մասնակիցների ցուցակից ժամանակավորապես հանված և ըստ քվեարկելու օրը գտնվելու վայրի հանրաքվեի տեղամասի քվեարկողների լրացուցիչ ցուցակ ընդգրկված' 7369, ՀՀ-ում հաշվառում չունեցող, քվեարկության օրը ՀՀ-ում գտնվելու վայրի մոտակա հանրաքվեի տեղամասի քվեարկողների լրացուցիչ ցուցակ ընդգրկված' 86, քվեարկության օրը հանրաքվեի տեղամասեր գործուղվող, իրենց հաշվառման վայրի քվեարկողների ցուցակից հանված և հանրաքվեի տեղամասու մ քվեարկող ոստիկաների լրացուցիչ ցուցակ ընդգրկված' 0 և ստացիոնար բուժում իրականացնող բժշկական հաստատությունում քվեարկությանը մասնակցող քվեարկողների լրացուցիչ ցուցակ ընդգրկված' 91:
ՀՀ դիվանագիտական և հյուպատոսական ներկայացուցչություններում դիվանագիտական ծառայություն իրականացնող հանրաքվեին մասնակցելու իրավունք ունեցող քաղաքացիների և նրանց հետ արտերկրում բնակվող ընտանիքի' հանրաքվեին մասնակցելու իրավունք ունեցող անդամների' էլեկտրոնային եղանակով քվեարկողների ցուցակում առկա է 265 անձի անուն:
Ընտրացուցակների ճշգրտման աշխատանքներն արդեն ավարտվել են, սակայն կազմակերպչական միջոցառումներն այդ ոլորտում շարունակական են: Մասնավորապես, անձնագրային ծառայությունները քաղաքացիներին սպասարկելու են նաև դեկտեմբերի 5-ին և 6-ին, համապատասխանաբար՝ ժամը 10-ից 18-ը և ժամը 8-ից մինչև քվեարկության ավարտը:
Դեկտեմբերի 6-ին կայանալիք ՀՀ Սահմանադրության փոփոխությունների հանրաքվեի ժամանակ դիտորդական առաքելություն կիրականացնի 18 տեղական և 6 միջազգային կազմակերպություն: Հանրաքվեի ընթացքին կհետևեն 3006 տեղական և 123 միջազգային դիտորդներ:
