Հայաստանը շարունակում է ստանձնել նոր վարկային պարտավորություններ: Միաժամանակ, ինչպես նախկինում, այնպես էլ այսօր հասարակական գիտակցության մեջ է հրամցվում է այն մոտեցումը, որ պետական պարտքն ամենևին էլ խնդրահարույց չէ ու իրականում նախադրյալներ է ստեղծում տնտեսական զարգացման համար:
Մինչդեռ պետական պարտքի շարունակական կուտակումն իր մեջ բազմաթիվ ռիսկեր է պարունակում: Ռիսկեր, որոնք ակներև չեն այսօր, սակայն վաղը կարող են փակուղի բերել: Ակնհայտ է, որ պետական պարտքը կարող է դրական էֆեկտ ապահովել բացառապես կայուն տնտեսական զարգացման պայմաններում:
Օրինակ, այն, որ ԱՄՆ-ում պետական պարտքը հասնում է 22 տրիլիոն դոլարի, ընկալվում է որպես տնտեսության զարգացման կարևոր գործոն: Ինչ վերաբերում է զարգացող պետություններին, որոնց շարքին կարող է դասվել նաև Հայաստանը, ապա պետական պարտքի շարունակական ավելացումը կարող է հանգեցնել տնտեսական կոլապսի:
Հատկապես դրա հավանականությունը բարձր է պարտքի ապաշնորհ կառավարման դեպքում, ինչպես, Հայաստանում, երբ վարկի մարումներն արդեն իրականացվում են, սակայն վարկային ծրագիրը ոչ միայն չի բերել որևէ արդյունքի, այլ առանձին դեպքերում չի էլ մեկնարկել:
Համաձայն որոշ հետազոտությունների, եթե զարգացող պետություններում արտաքին պարտքը գերազանցում է ՀՆԱ-ի 55%-ը, ապա որոշ ժամանակից սկսած դա անխուսափելիորեն բերում է տարեկան ՀՆԱ-ի անկմանը 2%-ի չափով: Ավելին, անցումային տնտեսությունների համար արտաքին պարտքի ավելացումը նվազեցնում է արտաքին բացասական ռիսկերի ու ֆինանսական ճգնաժամերի հանդեպ պետության իմունիտետը:
