«168 ժամ» թերթը գրում է. «Այսօր, սահմանադրական հանրաքվեից առաջ, լռության օր է, եւ օրենքն արգելում է քարոզչությունն ու հակաքարոզչությունը: Մեծ հավանականությամբ, ինչպես սահմանադրական փոփոխությունների կողմնակիցները, այնպես էլ դրան ընդդիմացողներն այսօր կպահպանեն օրենքի տառը:
Ոչ թե այն պատճառով, որ չափից ու կարելիից ավելի օրինապաշտ են, այլ որովհետեւ՝ քարոզելու ու հակաքարոզելու ոչինչ չունեն: Սահմանադրական փոփոխությունների քարոզարշավի մոտ մեկամսյա ընթացքը ցույց տվեց, որ ո՛չ «Այո»-ի կողմնակիցներն էին ըստ էության քարոզում սահմանադրական փոփոխությունները, հիմնավորում դրանց ընդունման անհրաժեշտությունը, ո՛չ էլ «Ոչ»-ի ներկայացուցիչներն էին առանձնապես ջանք թափում դրանց անթույլատրելիությունն ապացուցելու համար: Ամեն ինչ ընթանում էր ընդամենը ժանրի կանոնները պահպանելու համար: Որովհետեւ մի կողմից՝ քաղաքական ուժերն ու գործիչներն են չափից ավելի հոգնած՝ սահմանադրական փոփոխությունները քարոզելու ու հակաքարոզելու համար, մյուս կողմից՝ Հայաստանում Սահմանադրությունը, մեղմ ասած, չունի այն նշանակությունը, որի համար արժե «կաշվից դուրս գալ»:
Սահմանադրական հանրաքվեն նախագահի ընտրություն չէ, որ թիմակցի հաղթանակն ապահովի գոհ ու երջանիկ կյանք՝ առնվազն մեկ նախագահական ժամկետի կտրվածքով, ու ոչ էլ պատգամավորական ընտրություն է, որում պետք է ջանք թափել մանդատի արժանանալու կամ մանդատից չզրկվելու համար: Սահմանադրությունը Հայաստանում փաստաթուղթ է, որն ավելի շատ է ոտնահարվել, քան բոլոր օրենքները՝ միասին վերցրած: Սահմանադրությունը փաստաթուղթ է, որի խախտումը դարձել է Հայաստանի հանրային-քաղաքական կյանքի անխախտ նորմ:
Ու այդպես է լինելու, քանի դեռ Հայաստանում գործում է այն քաղաքական համակարգը, քաղաքական այն մշակույթը, որի ականատեսն ենք առնվազն 20 տարի: Այդպես է լինելու՝ անկախ նրանից՝ կգործի խորհրդարանակա՞ն, նախագահակա՞ն, թե՞ կիսանախագահական կառավարման համակարգ»:
