SOCIETYՄարդու իրավունքների պաշտպան Արման Թաթոյանն ուղերձ է հղել խոշտանգման զոհերի աջակցության միջազգային օրվա առթիվ։ Ուղերձում մասնավորապես ասվում է․
«Այս օրերին, երբ աշխարհը պայքարում է նոր տեսակի կորոնավիրուսային (COVID-19) համաճարակի դեմ, մարդու իրավունքները և ազատությունները չպետք է դառնան երկրորդական և զրկվեն պետության անհրաժեշտ պաշտպանությունից: Նույն կերպ՝ չպետք է մոռացության տրվեն խոշտանգման կամ վատ վերաբերմունքի որևէ այլ ձևի դեմ պայքարի հարցերը։
Հունիսի 26-ը ՄԱԿ-ի կողմից հռչակվել է խոշտանգման զոհերի աջակցության միջազգային օր: Հաճախ առկա են թյուր ընկալումներ, որ խոշտանգումը կամ անմարդկային վերաբերմունքը միայն գործադրվում է իրավապահ մարմինների աշխատակիցների կողմից՝ ցուցմունք կորզելու նպատակով: Հարկ է ընդգծել, որ խոշտանգման ու վատ վերաբերմունքի բոլոր մյուս ձևերի բացարձակ արգելքի պահանջը տարածվում է շատ այլ հարցերի վրա. օրինակ՝ քրեակատարողական հիմնարկում կենցաղային անբավարար պայմանները, գերբնակեցումը, բժշկական օգնության և սպասարկան թերությունները, հոգեբուժարանում անօրինական զսպման միջոցներ կիառելը նույնպես կարող են հանգեցնել վատ վերաբերմունքի:
Պետությունը պետք է հստակ քայլեր ձեռնարկի խոշտանգման դեպքերին արագ ու համարժեք արձագանքելու, արդյունավետ քննության արդյունքում մեղավորներին պատասխանատվության ենթարկելու, ինչպես նաև երկրում խոշտանգումները կանխարգելելու ուղղությամբ՝ հաշվի առնելով քաղաքակիրթ հասարակության համար խոշտանգման հանրային բարձր վտանգավորությունը և միջազգայնորեն սահմանված խոշտանգման բացարձակ արգելքը։
Մարդու իրավունքների պաշտպանի զեկույցներում մշտապես ընդգծվել է նաև խոշտանգման չենթարկվելու մարդու բացարձակ իրավունքի խախտման հետևանքով նրան պատճառված ոչ նյութական վնասի հատուցման մեխանիզմի թերությունները, որոնք հատկապես ակներև է անմարդկային կամ նվաստացնող վերաբերմունքի կամ պատժի ենթարկվելու հետևանքով վրա հասած ոչ նյութական վնասի հատուցման մեխանիզմի թերությունների պարագայում:
Կարևոր է նաև խոշտանգում, դաժան և անմարդկային կամ արժանապատվությունը նվաստացնող վերաբերմունք վերապրած անձանց ու նրանց ընտանիքներին ցուցաբերել համակողմանի ֆիզիկական, հոգեբանական ու սոցիալական աջակցություն:
Որպես Հայաստանի մարդու իրավունքների պաշտպան, ում վերապահված է երկրում Խոշտանգումների կանխարգելման ազգային մեխանիզմի կարգավիճակը, շարունակելու եմ ամենօրյա աշխատանքով նպաստել երկրում յուրաքանչյուր անձի պաշտպանությանը խոշտանգումից, արժանապատվությունը նվաստացնող կամ անմարդկային վերաբերմունքից ու պատժից: Այս գործում հասարակական վերահսկողությունն ավելի է ուժեղացնում համատեղ պայքարը»։
