Մի՞թե նոր կառավարության որոշումները հին ձեռագրով են գրվում. մարզային հեռուստաընկերությունները՝ անբարեհույս վիճակում

«ՀՀ կառավարության հունիսի 25-ի նիստի օրակարգում ընդգրկված էր կորոնավիրուսի արդյունքում ունեցած տնտեսական դժվարություններին դիմագրավելու համար կառավարության կողմից հեռուստաընկերություններին և ռադիոընկերություններին 76,5 միլիոն դրամ տրամադրելու հարցը: Նշվում էր, որ կորոնավիրուսային հիվանդության հետ կապված տնտեսական դժվարությունները կտրուկ նվազեցրել են հեռարձակողների գովազդային եկամուտները, ինչի պատճառով հեռարձակողները հեռուստառադիոհեռարձակման ծառայությունների դիմաց պարտքեր են կուտակել։ Աննկատ չէր մնացել նաև, որ հեռուստաընկերություններն առանց կառավարության կամ պարետատան պարտադրանքի, առողջապահական կանոնների պահպանման և սոցիալ-տնտեսական վիճակի մեղմման վերաբերյալ, կամավոր կերպով, մեծ ծավալով հոլովակներ են ցուցադրել:

Սակայն, երբ ընթերցեցի կառավարության կողմից օգնություն ստացող հեռուստա և ռադիոընկերությունների ցանկը, զարմանքով տեսա, որ այդտեղ չկա և ոչ մի մարզային հեռուստաընկերության անվանում: Մի՞թե նոր կառավարության որոշումները հին ձեռագրով են գրվում ... Նախկինները մի պահ հուսադրել էին, թե՝ շուտով, երբ մարզայինները անալոգայինից կանցնեն թվային հեռարձակման՝ պետությունն ինքը կհոգա հեռարձակման ծառայությունների վճարի ծախսերը: Թվայինին անցնելու գործընթացը տևեց շուրջ երեք տարի, պարտքերը անհիմն կուտակվեցին, իսկ թվայինների վճարումները մնացին նույն ձևով ու նույն չափով... Արդյունքում՝ մարզային հեռուստաընկերությունները մինչև օրս էլ ճկռած են այդ պարտքերի տակ: Եթե ի միտ բերենք նաև այն հանգամանքը, որ մարզերում գովազդատուներն անհամեմատ քիչ են, քան մայրաքաղաքում, և որ կարանտինի պայմաններում ընդամենը հատ ու կենտ գովազդներ եղան, ապա ավելի պարզ կդառնա այն անբարեհույս վիճակը, որում հայտնվել են մարզային հեռուստաընկերությունները՝ որոնց գոյատևման միակ աղբյուրը գովազդն է:
Միաժամանակ, քաջատեղյակ լինելով խնդրին, ամենայն պատասխանատվությամբ կարող եմ պնդել, որ մարզային հեռուստաընկերությունները նույնպես՝ կամավոր կերպով, պակաս չափով չեն մասնակցել առանց կառավարության կամ պարետատան պարտադրանքի, առողջապահական կանոնների պահպանման և սոցիալ-տնտեսական վիճակի մեղմման վերաբերյալ հոլովակներ ցուցադրելու կարևորագույն գործին: Ավելին, նախաձեռնել ու հեռարձակել են սեփական արտադրության գողտրիկ սյուժեներով տեսահոլովակներ: Ուրեմն, ո՞ւր մնաց արդարությունը:
Բարեբախտաբար, կառավարության նիստի օրակարգից հարցը հանվեց՝ հույսի շող թողնելով, որ որոշման նախագծում այս բացթողումը, թերևս, նկատել են ու ետ է տրվել վերակազմելու: Արդյո՞ք այդպես է: Հուսանք:
