Պարզեցվում է նպաստներն անկանխիկ եղանակով վճարելու վարչարարությունը
SOCIETYԱշխատանքի և սոցիալական հարցերի նախարարությունը հանրային քննարկման է ներկայացրել նախագիծ, որով առաջարկվումէ փոփոխություններ և լրացումներ կատարել կառավարության 2014 թվականի մարտի 6-ի N 275-Ն որոշման մեջ: Նշված օրենսդրական փոփոխություններով էապես պարզեցվել է նպաստները, այդ թվում` միանվագ վճարվող նպաստներն անկանխիկ եղանակով վճարելու վարչարարությունը: Մասնավորապես, քաղաքացիական օրենսգրքով, որպես հատուկ հաշիվ, սահմանվել է միանվագ դրամական վճարների հաշիվը՝ միանվագ բնույթ կրող նպաստների և դրամական այլ վճարների վճարումն անկանխիկ եղանակով վճարելու համար: Սահմանվել է, որ միանվագ դրամական վճարների հաշիվը բանկում բացվում է լիազոր մարմնի տված`անձի տվյալների հիման վրա։ Ընդ որում, կառավարության լիազորած պետական մարմնի և բանկի միջև կնքվող՝ միանվագ դրամական վճարների հաշվի պայմանագրի օրինակելի ձևը սահմանելու լիազորությունը վերապահվել է կառավարությանը։
Նշված օրենսդրական փոփոխություններին համապատասխան կառավարության 2020 թվականի մարտի 12-ի N 287-Ն որոշմամբ սահմանվել են այն գումարները, որոնք վճարվելու են միանվագ դրամական վճարների հաշվին մուտքագրվելու միջոցով: Ընդ որում, որոշման համաձայն՝ այդ գումարները անկանխիկ եղանակով վճարվում են 2020 թվականի հուլիսի 1-ից՝ լիազոր մարմնի (Սոցիալական ապահովության ծառայության) հետ միանվագ դրամական վճարների հաշվի պայմանագիր կնքած բանկերի միջոցով: Այդ ժամկետն առավելագույնը 3 մասով կարող է երկարաձգվել այն դեպքում, երբ միանվագ դրամական վճարների հաշվի պայմանագիր կնքած բանկին անհրաժեշտ է մշակել և ներդնել այդ պայմանագիրը կատարելու համար ծրագրային ապահովում:
Միաժամանակ ««Պետական նպաստների մասին» ՀՀ օրենքում լրացումներ և փոփոխություններ կատարելու մասին» oրենքով էլ սահմանվել է, որ երեխայի ծննդյան միանվագ նպաստը (բացառությամբ ընտանեկան դրամագլխի) վճարվում է քաղաքացիական օրենսգրքով սահմանված կարգով այն անձի անվամբ բացված միանվագ դրամական վճարների հաշվին մուտքագրելու միջոցով, որին նշանակվել է նպաստը։
Կառավարության որոշման նախագծի ընդունման դեպքում պետական բյուջեում ծախսերի և եկամուտների ավելացում կամ նվազեցում չի նախատեսվում։
