Այ սա՛ է Եվրախորհրդարանի պաշտոնական դիրքորոշումը. Արման Եղոյան
INTERNATIONAL NEWSՀՀ Ազգային Ժողովի Եվրոպական ինտեգրման հարցերի մշտական հանձնաժողովի նախագահ Արման Եղոյանը գրառում է կատարել, որտեղ, մասնավորապես, ասված է․
«Քիչ առաջ Եվրախորհրդարանը 507 կողմ 119 դեմ ձայներով հաստատեց Արևելյան Գործընկերության վերաբերյալ Եվրոպական Միության Խորհրդին, Եվրահանձնաժողովին և ԵՄ Արտաքին գործերի և անվտանգության քաղաքականության հարցերով Բարձր ներկայացուցչին ուղղված Եվրախորհրդարանի պաշտոնական առաջարկները։
Այ հենց սա՛ է Եվրախորհրդարանի պաշտոնական դիրքորոշումը ԵՄ արտաքին քաղաքական օրակարգի Արևելյան գործընկերությանն առնչվող խնդիրների վերաբերյալ, այդ թվում՝ Արցախի հարցի կարգավորման գործընթացի վերաբերյալ, և ոչ Եվրախորհրդարանի այն երեք պատգամավորների հայտարարությունը, որ շրջանառվում էր օրեր առաջ։
Փաստաթղթի նախնական տարբերակը շրջանառության մեջ է դրվել մոտ երեք ամիս առաջ, այն մի քանի փուլով քննարկվել է Եվրախորհրդարանի արտաքին հարաբերությունների հանձնաժողովում, տասնյակ նոր առաջարկներով մի շարք նոր ձևակերպումներ են ընդգրկվել տեքստում և հեռացվել դրանից։
Առաջարկությունների մեզ հետաքրքրող հատվածում Եվրախորհրդարանը ԵՄ վերը նշված ինստիտուտներին, ինչպես նաև ԵՄ Արտաքին գործերի և անվտանգության քաղաքականության հարցերով Բարձր ներկայացուցչին առաջարկում է «վերահաստատել իրենց աջակցությունը Լեռնային Ղարաբաղի հակամարտության կարգավորմանն ուղղված ԵԱՀԿ Մինսկի խմբի համանախագահների ջանքերին և նրանց 2009 թ․ Հիմնարար սկզբունքներին»։
Սա անել՝ «նպատակ ունենալով հասնել խնդրի կարգավորմանը, հիմնված միջազգային իրավունքի, ՄԱԿ-ի Կանոնադրության և ԵԱՀԿ 1975 թ․ Հելսինկյան Եզրափակիչ ակտի նորմերի և սկզբունքների վրա»։ Եվրախորհրդարանը նաև կոչ է անում վերը նշված մարմիններին «քաջալերել բոլոր կողմերին ակտիվացնել երկխոսությունը և ձեռնպահ մնալ բորբոքիչ հռետորաբանությունից, ինչը էլ ավելի կվտանգի կարգավորման ցանկացած հեռանկար»։
Այսպիսով, Արցախի հարցում Եվրախորհրդարանի պաշտոնական դիրքորոշումը մեզ համար ոչ միայն որևէ բացասական փոփոխության չի ենթարկվել, այլ նույնիսկ ենթարկվել է միայն մասնագիտական աչքի համար տեսանելի դրական փոփոխության, որոնց արձանագրումը, հասկանալի պատճառներով, կթողնեմ անկախ փորձագետներին»:
