Ի՞նչ «պաշարով» է Փաշինյանը Մոսկվա մեկնելու

Կորոնավիրուսի պանդեմիան ազդել է հանրային կյանքի գրեթե բոլոր ոլորտների վրա։ Եվ ստեղծված իրավիճակը էական փոփոխություններ է բերել ինչպես ներքաղաքական դաշտում, այնպես էլ արտաքին քաղաքականության բնագավառում։

Պատահական չէ, որ ամիսներ շարունակ դադարեցվել են պետական և պաշտոնական այցերը, երկրների ղեկավար շրջանակների միջև անմիջական շփումները։ Հանդիպումների փոխարեն անհրաժեշտության դեպքում երկրների ղեկավարների միջև հաղորդակցությունը տեղի է ունենում հեռավար եղանակով։

Եվ այս տեսանկյունից առաջիկայում արտերկիր այցերը և պաշտոնական հանդիպումները պետք է, որ խորհրդանշական բնույթ կրեն, քանի որ ոչ հեռավար շփումների կարիք կա, որոնց ընթացքում ձևավորվում է փոխադարձ վստահություն և հնարավոր է լինում լուծում տալ բազմաթիվ հարցերի։

Եվ հատկանշական է այն, որ կորոնավիրուսի տարածումից ի վեր ՀՀ վարչապետի առաջին այցը լինելու է Ռուսաստան։ Նշենք, որ Հաղթանակի օրվա միջոցառումները Մոսկվայում հետաձգվել էին, և ահա մի քանի օր հետո՝ հունիսի 24-ին է նախատեսվում Հաղթանակի շքերթը։

Հաղթանակի շքերթին մասնակցելու համար հրավեր է ուղարկվել ՄԱԿ-ի Անվտանգության խորհրդի «հնգյակի» ՌԴ գործընկեր երկրների ներկայացուցիչներին, սակայն շեշտը դրվել է ԱՊՀ անդամ պետությունների ղեկավարներին հրավիրելու վրա։ Ուստի այդ օրը ռուսական կողմի հրավերով Մոսկվա կմեկնի նաև վարչապետ Փաշինյանի ղեկավարած պատվիրակությունը։

Առաջին հայացքից տպավորություն է ստեղծվում, թե Փաշինյանը Մոսկվա պետք է մեկներ լուրջ արտաքին քաղաքական օրակարգով, որովհետև Հաղթանակի շքերթը առանձնահատուկ առիթ է ստեղծում, որպեսզի շոշափվեն երկկողմ համագործակցությունը խորացնելու հարցեր։ Բայց արի ու տես, որ Փաշինյանը Մոսկվա է մեկնելու իր համար ոչ բարենպաստ պայմաններում։

Նախ և առաջ հիմնական խնդիրն այն է, որ հայ-ռուսական հարաբերությունները գտնվում են անվստահության մակարդակի բարձրակետում։ 

«Ինքնիշխանության» ամրապնդման անվան տակ Փաշինյանն այնպիսի քաղաքականություն է վարում և պետական ամենապատասխանատու պաշտոններում նշանակում է հակառուս կամ սորոսական պաշտոնյաներին, որն անհանգստության տեղիք է տալիս Ռուսաստանում։

Ռուսաստանի և ընդհանուր առմամբ միջազգային հանրության ուշադրությունը չի կարող չգրավել նաև այն հանգամանքը, որ Հայաստանում ընդդիմությունը բացահայտ բռնաճնշումների է ենթարկվում։ 

Ու ամենաուշագրավն այն է, որ իշխանական քարոզչամեքենայի կողմից ընդդիմությունը բացասական կոնտեքստում կապվում է ռուսաստանյան ազդեցության հետ, և միջնորդավորված մեղադրանքներ են հասցեագրվում մեր ռազմավարական գործընկերոջը։ 

Եվ ընդհանրապես, Փաշինյանը ՌԴ է մեկնում ներքաղաքական խնդիրների այնպիսի «պաշարով», որը հազիվ թե դրական լույսի ներքո ներկայացնի նրան՝ սկսյալ երկրորդ նախագահի հանդեպ տևական ժամանակ իրականացվող գործընթացներից մինչև Գագիկ Ծառուկյանի և այլ ընդդիմադիրների հետ կապված երևույթները: 

Բացի դրանից, ՀՀ իշխանությունները, մեղմ ասած, ոչ շահեկան վիճակում են նաև կորոնավիրուսի դեմ պայքարի տեսակետից, քանի որ հաջողացրել են այդ պայքարը ամբողջությամբ տապալել, ինչպես և, ի դեպ, տնտեսությունը։

Հիմա պատկերավոր ասած՝ այսքանից հետո Փաշինյանն ի՞նչ երեսով պետք է մեկնի Մոսկվա։ Եվ արդյոք պատահակա՞ն է, որ Մոսկվայում Փաշինյան-Պուտին կամ ռուսական կողմի հետ բարձր մակարդակով այլ հանդիպումների կազմակերպման մասին որևէ տեղեկություն չկա։ 

Պատճառների մասին դեռ վաղ է խոսել, սակայն հունիսի 24-ին այլ երկրների ղեկավարների հանդիպումներն ու պահվածքը գուցե տան շատ հարցերի պատասխաններ։
