Քաղաքական և միջազգային հետազոտությունների կենտրոնի փորձագետ, վերլուծաբան Ռուբեն Մեհրաբյանն այսօր հրավիրված մամուլի ասուլիսին անդրադառնալով էլեկտրաէներգիայի թանկացման շուրջ քաղաքացիական ընդվզմանը, ասաց, որ որպես ինքնաբուխ ակցիա այն նախադեպը չունի:
«Այս ընդվզումը ցույց տվեց, որ իշխանությունը ֆունկցիոնալ առումով գործունակ չէ, այսինքն՝ իշխանությունը չի զգում, չի ուզում զգալ, չի ուզում հասկանալ, թե ինչ է ուզում հասարակությունը, իսկ հասականալուց էլ չի կարողանում սպասարկել հանրության ուզածը: Նույնը կարելի է ասել քաղաքական դաշտի ամենամեծ սեգմենտի մասին՝ չնչին, եզակի բացառություններով: Դա հասկանում են նաև քաղաքացիները և այլ ճանապարհ, քան իրենք վերցնեն իրենց ճակատագիրը իրենց ձեռքը, չկա»,ասաց նա:
Ռուբեն Մեհրաբյանը գտնում է, որ իշխանությունը նույնիսկ չկարողացավ իր հակասություններում գրագետ ձևով օգտագործել հանրային դժգոհությունը ռուսական կազմակերպության հետ՝ թեկուզ իր շահերից ելնելով:
«Հիմա իշխանությունը ցուք ցվանգի առաջ է կանգնած, այսինքն՝ քայլ չանել չի կարող, սակայն ցանկացած քայլ տեսականորեն հնարավոր քայլ էլ ավելի է գցելու իշխանության վարկը և թուլացնելու նրա դերը»,-ասաց նա և նկատեց, որ ոստիկանության գործողություններում հատուկ չարություն կար լրագրողների նկատմամբ:
Ռուբեն Մեհրաբյանն ասաց, որ ոստիկանության գործողությունները ցույց տվեցին, որ եթե այն բարեփոխվել է, ապա միայն արտաքնապես, որովհետև գործելակերպում բան չի փոխվել:
«Մենք տեսանք, որ չկա վարչապետ, չկա էներգետիկայի ոլորտի պատասխանատու, չկա կառավարության աշխատակազմ, իսկ Ռոբերտ Նազարյանը վերածվել է անտառում թաքնված բելառուս պարտիզանի և այդ ֆոնին Երևանի փոխոստիկանապետը տեսական բանավեճի մեջ է մտնում քաղաքացիների հետ»,- ասաց նա և նշեց, որ իշխանությունն իր անգործունեությունը քողարկելու համար ոստիկանությանը դրեց հարվածի տակ:
Նա հույս հայտնեց, որ իշխանությունը հետևություններ արել է, մասնավորապես երեկվա հանգիստ գիշերը իրեն այդ հույսը ներշնչում է: «Սա ինքնաբուխ ակցիա էր, այստեղ չկա աստիճանակարգ և սպասելիքները պետք է համապատասխանեցնել իրողությունների: Մենք տեսանք, որ այս անգամ որոշ պատգամավորներ եկան և միացան ցուցարարներին»,-ասաց նա:
