Այս համաձայնագիրը կարգավորում է կենսաթոշակային ապահովման ոլորտում ԵԱՏՄ անդամ պետությունների քաղաքացիների իրավունքներին վերաբերող հարաբերությունները: Այս մասին հունիսի 15-ին Տարածաշրջանային եւ եվրասիական ինտեգրման հարցերով մշտական ​​խորհրդարանական հանձնաժողովի նիստին «Եվրասիական տնտեսական միության անդամ պետությունների աշխատողների կենսաթոշակային ապահոման մասին» համաձայնագրի վավերացման վերաբերյալ քննարկմանն ասաց ՀՀ աշխատանքի եւ սոցիալական հարցերի փոխնախարար Սմբատ Սագիյանը:

Նա հիշեցրեց, որ այդ պայմանագիրը ստորագրվել է 2019 թվականի դեկտեմբերի 20-ին Սանկտ Պետերբուրգում: «Հաշվի առնելով Համաձայնագրի կարեւորությունը նոր իրողությունների համատեքստում՝ Հայաստանի աշխատանքի եւ սոցիալական հարցերի նախարարությունը նպատակահարմար է համարում ​​վավերացնել այն»,- նշեց Սագիյանը:

Սույն Համաձայնագրով աշխատողի կենսաթոշակային իրավունքներն իրացվում են համաձայն այն պայմանների եւ կարգի, որով իրականացվում են ԵԱՏՄ անդամ պետությունների շրջանակներում աշխատող այլ երկրների քաղաքացիների կենսաթոշակային իրավունքները, այսինքն՝ զբաղվածության պետությունում (որտեղ նա աշխատանքային փորձ է ձեռք բերել):

Կենսաթոշակը կփոխանցվի յուրաքանչյուր երկիր՝ իր տարածքում ձեռք բերված ստաժի հաշվարկման եւ վճարման համար՝ իր օրենսդրությանը համապատասխան՝ անկախ այն բանից, թե Պայմանագրի որ անդամ երկրի քաղաքացի է շահառուն հանդիսանում: Ընդ որում, կենսաթոշակի չափը չի կարող կրճատվել, իսկ վճարումը չի կարող դադարեցվել Համաձայնագրի մեկ այլ պետությունում ապրելու հիման վրա:

Համաձայնագրի՝ ուժի մեջ մտնելուց հետո ստացված աշծատանքային ստաժի համար կենսաթոշակը սահմանվում եւ վճարվում է այն անդամ պետության կողմից, որի տարածքում ձեռք է բերվել այդ ստաժը:

Որոշ քննարկումներից հետո խորհրդարանական հանձնաժողովը դրական եզրակացություն տվեց:
