Էկոնոմիկայի նախարարությունը հանրային քննարկման է ներկայացրել «Բետոնի ամրանավորման համար օգտագործվող պողպատե արտադրանքներին ներկայացվող պահանջների տեխնիկական կանոնակարգը հաստատելու և կառավարության 2006 թ.-ի փետրվարի 2-ի N 179-Ն որոշումն ուժը կորցրած ճանաչելու մասին» նախագիծը:

Դրա մշակման անհրաժեշտությունը պայմանավորված է տնտեսության բնականոն զարգացմանը խթանող միջոցառումների ձեռնարկմամբ և հասարակության նյութական արժեքների, մարդու կյանքի ու առողջության անվտանգության, շրջակա միջավայրի, բնական և էներգետիկ պաշարների և ազգային անվտանգության պահպանության նպատակներով պետական մոտեցման մշակման անհրաժեշտությամբ: Ըստ էության, ցանկացած երկրի համար եզակի ռազմավարական նշանակություն ունեն շինարարության ոլորտը և ռեսուրսները: Այս նախագծի մշակման անհրաժեշտությունը պայմանավորված է նաև շուկայում օրենսդրության խախտմամբ հայտնված անկառավարելի և հնարավոր սպառնալիք ներկայացնող շինարարական արտադրանքի օգտագործումը քաղաքաշինության ոլորտում կանխելու նպատակով, ինչպես նաև պետության, հասարակության և անհատի շահերի փոխհամաձայնեցումն ապահովելու նպատակով առավել անվտանգ համակարգի ձևավորման նկատմամբ պահանջների սահմանման անհրաժեշտությամբ:

Կառավարությունը սահմանել է բետոնի ամրանավորման համար օգտագործվող պողպատե արտադրանքների նկատմամբ շուկայահանման և արտադրության պարտադիր պահանջներ սահմանող տեխնիկական կանոնակարգը սահմանված 2006 թ.-ի փետրվարի 2-ի «Բետոնի ամրանավորման համար օգտագործվող պողպատե արտադրանքներին ներկայացվող պահանջների տեխնիկական կանոնակարգը հաստատելու մասին» N 179-Ն որոշումով:

Օրենքով սահմանված է, որ տեխնիկական կանոնակարգման օբյեկտ հանդիսացող արտադրանքի համապատասխանության գնահատման գործընթացը պետք է իրականացվի մինչև շուկայահանման գործընթացը, սակայն անբարեխիղճ գործարարների գործողությունների արդյունքում շուկայում հայտնվել է վերոգրյալ տեխնիկական կանոնակարգերով սահմանված պահանջներին անհամապատասխան արտադրանք՝ ցածր ֆիզիկական, քիմիական ցուցանիշներով, որն ուղղակի սպառնում է ազգային անվտանգությանը: Շուկայում օրենսդրության խախտմամբ հայտնված անկառավարելի և հնարավոր սպառնալիք ներկայացնող շինարարական արտադրանքի օգտագործումը քաղաքաշինության ոլորտում կանխելու նպատակով, ինչպես նաև պետության, հասարակության և անհատի շահերի փոխհամաձայնեցումն ապահովելու նպատակով առավել անվտանգ համակարգի ձևավորման նպատակով առաջարկվում է կանոնակարգմանն ուղղված այս նախագիծը: Նշվում է, որ ներկայումս առկա են շինարարության ոլորտի արտադրանքի ներմուծման, շուկայահանման, կանոնակարգման բացեր, որոնք առաջացնում են խոչընդոտներ, ռիսկեր և վերջիններս  վերացնելու նպատակով նախարարությունը մշակվել է այս նախագիծը, որի նպատակը շինարարության ոլորտի արտադրանքի ներմուծման և շուկայահանման գործող ընթացակարգերի սահմանումն է:
