Համաշխարհային բանկը մեկ տարի ժամկետով չեղարկում է Հայաստանին տրամադրած վարկերի համար սահմանված հավելյալ տարեկան 1.7% տոկոսադրույքը

Կորոնավիրուսային համավարակով պայմանավորված 2020 թվականին տնտեսական իրավիճակի վատթարացում է սպասվում աշխարհի բոլոր երկրներում։ Այս հանգամանքը հաշվի առնելով՝ միջազգային ֆինանսական կառույցները փորձում են հնարավորինս աջակցել անդամ-պետություններին հաղթահարելու համավարակի հետևանքները:
Այս համատեքստում Համաշխարհային բանկը տեղեկացրել էր Զարգացման միջազգային ընկերակցության (ԶՄԸ) կողմից Հայաստանին տրամադրված վարկերից շատերի գծով գործող հավելյալ տոկոսադրույքի (1.7% դրույքաչափով) կիրառման մասին նախկինում կայացրած որոշումը մեկ տարի ժամկետով չեղարկելու հնարավորության վերաբերյալ:
Ընձեռված հնարավորությունից օգտվելու նպատակով՝ ՀՀ ֆինանսների նախարարությունը պաշտոնական խնդրանքով 2020 թվականի մայիսի 7-ին դիմել էր Համաշխարհային բանկին:
2020 թվականի հունիսի 4-ի գրութամբ Համաշխարհային բանկը տեղեկացրել է, որ հայկական կողմի խնդրանքը բավարարվել է, և հիշյալ հավելյալ տոկոսադրույքը չի կիրառվելու Համաշխարհային բանկի 2021 ֆինանսական տարվա (2020 թվականի հուլիսի 1-ից մինչև 2021 թվականի հունիսի 30-ը) ընթացքում:
Համաշխարհային բանկի և ՀՀ ֆինանսների նախարարության գնահատականներով հավելյալ 1.7% տոկոսադրույքի մեկ տարով չեղարկման արդյունքում՝ արտաքին տոկոսավճարների գծով ՀՀ պետական բյուջեի տնտեսումը կկազմի մոտ 13 մլն ԱՄՆ դոլար: 2020թ. մայիսի 31-ի դրությամբ ՀՀ կառավարության պարտքի մնացորդը Զարգացման միջազգային ընկերակցության վարկերի գծով կազմել է 981 մլն ԱՄՆ դոլար (կառավարության պարտքի 14%-ը), որից հավելյալ տոկոսադրույքի կիրառվում է 763 մլն ԱՄՆ դոլարի նկատմամբ:
Հիշեցնենք, որ Հայաստանի տնտեսական իրավիճակի պատշաճ ուսումնասիրությունից հետո Զարգացման միջազգային ընկերակցության գործադիր տնօրենների խորհուրդը որոշում էր ընդունել Հայատանին նախկինում տրամադրած վարկերի մեծ մասի գծով վարկավորման պայմանների խստացման ուղղությամբ՝ հավելյալ 1.7% դրույքաչափով ավելացնելով վարկային համաձայնագրերով ամրագրված տոկոսադրույքը, որը կիրառվեց 2014 թվականի հուլիսի 1-ից:
Նման որոշման համար հիմք էին հանդիսացել համապատասխան վարկային համաձայնագրերով ամրագրված դրույթներով սահմանված պայմանների բավարարումը՝ (1) Հայաստանը մեկ շնչին ընկնող համախառն ազգային եկամտի ցուցանիշով երեք տարի շարունակաբար գերազանցել էր Զարգացման միջազգային ընկերակցության կողմից սահմանված շեմը (համաձայն որի որոշվում է թե անդամ-պետությունը ենթակա է Զարգացման միջազգային ընկերակցության ռեսուրսներից ֆինանսավորման թե ոչ), և (2) Վերակառուցման ու Զարգացման միջազգային բանկի կողմից Հայաստանը դիտարկվել էր վարկունակ իր ռեսուրսներից վարկավորման տեսանկյունից:
