Ինչպես արդեն տեղեկացրել ենք, օրերս Արցախի Հանրապետության ԱԺ-ի կողմից երկրի գլխավոր դատախազ ընտրվեց: Մինչ այդ, թեկնածուն պատասխանում էր պատգամավորների հարցերին: Մեր դիտարկմամբ, հնչեցված հարցերի պատասխանները բավական մակերեսային էին և չէին պարունակում խորքային պատասխաններ:
Պարզելու համար, թե արդյո՞ք ԱՀ ԱԺ«Արդարություն» խմբակցության պատգամավոր Մետաքսե Հակոբյանի բարձրացրած հարցերի պատասխանները բավարարել են խմբակցությանը, Orer.am-ի թղթակիցը զրուցեց նրա հետ:
- Տիկին Հակոբյան, երեկ ԱՀ ԱԺ-ում ընտրվում էր երկրի գլխավոր դատախազ և Ձեր հարցը թեկնածուին կարծես ավելի խորը ենթատեքստ ուներ: Բավարարե՞ց Ձեզ թեկնածուի պատասխանը:
- Միանշանակ, ենթատեքստը խորն էր և հարցը ակնկալում էր լուրջ և հստակ պատասխան: Ինչու չէ նաև ընդունելով, որ մեր երկրի դատական և փաստաբանական ինստիտուտները բավականին հետ են մրցակցային համարվելուց: Իրականում, հարցը վերաբերում է անկախ դատական իշխանություն ունենալուն: Արդարացման որոշումների բացակայությունը, ըստ իս, ավելի շատ խոսում է մեր դատական համակարգի վրա եղած ճնշումների մասին, խոսում է իշխանական թևերի ոչ անկախ լինելու մասին, որտեղ մեծ նշանակություն ունի նաև դատախազությունը:
Նման երևույթները վերացնում են հասարակության վստահությունը դատարանների հանդեպ, որը ամենակարևոր հանգամանքն է: Իշխանությունների նկատմամբ վստահության պակասը հղի է բազմաթիվ վտանգներով, որին մենք ականատես ենք լինում նաև Հայաստանի Հանրապետությունում: Սակայն, եթե Հայաստանի Հանրապետության քաղաքացիները սպառելով երկրի դատական ինստանցիաներին դիմելու հնարավորությունները կարող են դիմել միջազգային կառույցներին, Արցախում քաղաքացին զրկված է այդ հնարավորությունից կամ դա ծայրահեղ դժվար ընթացակարգ է իր մեջ ներառում: Ուստի, Արցախում անկախ, ժողովրդի կողմից վստահություն վայելող դատական համակարգի գոյությունը օրհասական խնդիր է:
Սա էր հարցիս էությունը և այս խնդիրների վրա ենք մենք սևեռելու մեր ողջ ուշադրությունը, քանզի երկրում արժանապատիվ կյանք կարելի է ունենալ միայն օրինականության և արդարության հաստատումից հետո:
