Փաստահավաք խմբի իրական գործառույթը
POLITICSՕրերս հայտնի դարձավ, որ իշխանությունները նախատեսում են ստեղծել Փաստահավաք հանձնաժողով, որը պետք է զբաղվի, ինչպես հայտնի է դառնում պաշտոնական աղբյուրներից, 1991-ից մինչև 2018-ի մայիս տեղի ունեցած անօրինականությունների, մարդու իրավունքների խախտման, ունեզրկման և այլ դեպքերի ուսումնասիրությամբ:
Արդեն հայտնի է, որ հանձնաժողովը ձևավորելու է խորհրդարանը, իսկ անդամներին ներկայացնելու են խմբակցությունները, կառավարությունը, ԲԴԽ-ն և մարդու իրավունքի պաշտպանը. ընդհանուր առմամբ հանձնաժողովն ունենալու է 9 անդամ։
Մասնագետների ու փորձագիտական սեկտորի կարծիքներն ուսումնասիրելուց ակնհայտ է դառնում, որ հանձնաժողովի ուսումնասիրած տվյալներն էլ հենց հիմք են դառնալու առաջիկայում պլանավորած անցումային արդարադատություն անցկացնելու գործընթացի համար, որի գաղափարից իշխանությունը չի հրաժարվել։
«Փաստ» թերթի տեղեկություններով, այս գաղափարի հեղինակները արևմուտքից ֆինանսավորվող հայտնի ՀԿ-ներն են, որոնց ներկայացուցիչներն էլ իշխանություններին ներկայացրել և համոզել են նմանատիպ հանձնաժողով ձևավորելու անհրաժեշտության մասին, ինչին և իշխանությունը շատ արագ ականջալուր է եղել։
Թերթի տեղեկություններով, իրականում հանձնաժողովը ստեղծվում է այն բանի համար, որ իր վրա վերցնի «անցյալի հարցը», իսկ պետական կառավարման և հանրային ռեսուրսներն ազատի ավելորդ ծանրաբեռնվածությունից:
Մեր աղբյուրը փոխանցել է նաև, որ իշխանության ներսում այս հարցով հատուկ խումբ է ստեղծվել, որ «աշխատի» հանձնաժողովի հետ, թե առավել շատ ինչ հարցերի վրա ուշադրություն դարձնեն։ Ի դեպ, ուշագրավ է, որ այս հանձնաժողովին տրվելու են աննախադեպ իրավասություններ՝ նվազագույն պատասխանատվությամբ։
