Երկրում խորացող համաճարակային ու սոցիալ–տնտեսական ճգնաժամի պայմաններում մեծանում է իշխանափոխության հանրային պահանջը։ Մինչ օրս այդ պահանջը հնչում էր արտախորհրդարանական ուժերի կողմից, սակայն օրերս տեղի ունեցած իրադարձությունը կարող է շրջադարձային դառնալ Հայաստանի ներքաղաքական կյանքի համար: Խորհրդարանում ամենամեծ ընդդիմադիր խմբակցությունն ունեցող ԲՀԿ նախագահ Գագիկ Ծառուկյանի ելույթը երեկվանից փոթորիկ է բարձրացրել իշխանական դաշտում: Իշխանությունների հասցեին կոշտ քննադատությամբ Ծառուկյանը հստակ մարտահրավեր նետեց՝ հայտարարելով, որ կառավարությունը 100 տոկոսով պետք է փոխվի, իսկ սա ավելի պարզ ձեւակերպված իշխանափոխության պահանջ է: Ելույթի սկզբում Ծառուկյանը նշեց, որ երկրում ստեղծված իրավիճակը պարտադրել է այսօր հանդես գալ սթափ գնահատականներով եւ ներկայացնել ելքեր ժողովրդի առջեւ ծառացած խնդիրների լուծման վերաբերյալ։ Ծառուկյանն, ըստ էության, արձանագրեց Հայաստանի գործող կառավարության բացարձակ ֆիասկոն՝ ոչ միայն հակահամաճարակային քաղաքականության առումով, այլ առհասարակ: Նա ասաց, որ միայն բնածին տաղանդով մարդը կարող էր արտաքին հարաբերություններն այս աստիճան սրել, խոսեց նաեւ Արցախի խնդրի շուրջ հետընթացի եւ բազում այլ թեմաների մասին: Ծառուկյանն, ըստ էության, ձևակերպեց քաղաքական կոնսոլիդացիայի բանաձևը եւ կոնսոլիդացիայի կենտրոն դառնալու հայտ ներկայացրեց։
