Ինչո՞ւ են վրեժ լուծում ԵՊՀ-ից
POLITICSՀայաստանի մայր բուհի շուրջ ընթանում են խիստ կասկածելի և ծայրաստիճան վտանգավոր գործընթացներ։ Թե՛ կրթության փորձագետները, թե՛ համալսարանի բազմաթիվ դասախոսներ պարբերաբար նշում են, որ ԵՊՀ-ն ներկայումս գտնվում է իր պատմության մեջ աննախադեպ խորագույն ճգնաժամի մեջ, որի հիմնական պատասխանատուներն են վարչապետ Նիկոլ Փաշինյանն ու ԿԳՄՍ նախարարը։
Իշխանափոխությունից հետո վերջիններիս հաջողվեց սպառնալիքների միջոցով ռեկտորի պաշտոնից հեռացնել Արամ Սիմոնյանին, որից հետո ռեկտորի պաշտոնակատար նշանակվեց Սիմոնյանի հետ 10 տարուց ավել աշխատած, բայց, ինչպես համալսարանում են ասում, նրան «գցած» Գեղամ Գևորգյանը։
Նշանակվելով պաշտոնակատար՝ նա փորձեց ազատվել իշխանության համար անցանկալի կադրերից և հակամարտության մեջ մտավ ԵՊՀ արհմիության ու ուսանողական կենտրոնի ղեկավարների հետ։ Եվ ոչ միայն:
Թե նյութական և վարկանիշային ինչ վնասեր կրեց ԵՊՀ-ն, գուցե թե հնարավոր կլինի հասկանալ միայն իշխանափոխությունից հետո, սակայն մեզ հետ զրույցում համալսարանի դասախոսները նշում էին, որ հետևանքները մայր բուհը զգալու է դեռ երկար ժամանակ։
Մասնագետները լուրջ խնդիրներ են տեսնում ՀՀ օրենսդրության խախտումների, ԵՊՀ-ի կառավարման արդյունավետության առումով՝ նշելով «համալսարանի ինստիտուցիոնալ կազմաքանդման» վտանգի մասին: Մասնավորաբար, խոսքն այս պահին առկա բազմաթիվ խնդիրներից մեկի մասին է:
ԵՊՀ կանոնադրության 27-րդ կետի համաձայն, «Երևանի պետական համալսարան» հիմնադրամի ֆինանսական կառավարման բարձրագույն մարմինը Հոգաբարձուների խորհուրդն է, որը բաղկացած է 32 անդամից, որից 8-ը ուսանողներ են (Ուսանողական խորհրդի ներկայացուցիչներ), 8-ը՝ պրոֆեսորադասախոսական կազմի, 8-ը՝ Լիազոր մարմնի (ԿԳՄՍ նախարարության), 8-ն էլ Հիմնադիր մարմնի (ՀՀ կառավարության) ներկայացուցիչներ են։ Կանոնադրության 39-րդ կետի համաձայն՝ Հոգաբարձուների խորհրդի լիազորությունների դադարեցումից հետո՝ 30 օրվա ընթացքում, պետք է ձևավորվի նոր Հոգաբարձուների խորհուրդ, որի անդամները պետք է ներկայացվեն ՀՀ վարչապետի հաստատմանը։
Հոգաբարձուների խորհրդի լիազորություններն ավարտվել են մարտի 31-ին։ Մինչդեռ Լիազոր մարմինը չի ներկայացրել իր կողմից առաջադրվող անդամներին, որը գնահատվում է որպես անգործությամբ դրսևորվող լիազորությունների չարաշահման դասական օրինակ:
Արդյունքում ԵՊՀ-ն զրկվել է ֆինանսական կառավարում իրականացնող բարձրագույն մարմնից, և փաստացի անհնարին է դարձել ԵՊՀ բյուջեում որևէ փոփոխություն կատարելը, կառուցվածքային և բովանդակային բարեփոխումներ կատարելը՝ դրանցից բխող բոլոր հետևանքներով։
Ընդ որում, նախարարության կողմից անդամներ առաջադրելը ներառված չի եղել ՀՀ կառավարության որոշմամբ կամ պարետատան կողմից սահմանված սահմանափակումների ցանկում:
Կա տեսակետ, որ այս իշխանությունները յուրատեսակ վրեժ են լուծում ԵՊՀ-ից, մասնավորաբար Նիկոլ Փաշինյանը՝ իրեն համալսարանից հեռացնելու համար: Մյուս կողմից, մեր որոշ զրուցակիցներ պնդում էին, որ մայր բուհի հանդեպ նման մոտեցումը այս իշխանությունների հիմնական ծրագրի ընդամենը մեկ բաղկացուցիչն է։
«ԵՊՀ-ն բացարձակ արժեք է յուրաքանչյուր համալսարանականի համար, սակայն դա չի վերաբերում մեր այսօրվա իշխանություններին։ Նրանք արժեքներ չեն ճանաչում, նրանք հետևողականորեն ոչնչացնում են բոլոր արժեքներն ու իդեալները»,- մասնավորաբար ասաց մեր զրուցակիցներից մեկը:
