Ե՞րբ է հասարակությունը գիտակից ու պատասխանատու
POLITICSՑանկացած հարցում անհատի և ընդհանրապես հասարակության գիտակցականության և պատասխանատվության հարցը չափազանց կարևոր է: Առավել ևս արտակարգ իրավիճակներում: Սա անվիճելի է, և բնական են այս օրերին խոսակցություններն այս թեմայով: Այո, յուրաքանչյուրս պիտի մեր հերթին պատասխանատու լինենք, պահպանենք անվտանգության բոլոր կանոնները՝ մեզ համար, մեր ծնողների, մեր երեխաների ու մեր հարազատների համար:
Այլ հարց է, որ իշխանությունները, երկու ամիս շարունակ փաստացի ձախողելով հակահամաճարակային գործողությունները, գնալով ավելի ու ավելի շատ են ամբողջ պատասխանատվությունը բարդում հասարակության վրա, որքան էլ արդեն երեկ Փաշինյանն ասում էր, թե մեղավորի հարց չկա, մեղադրանքի հարց չկա:
Իրականում հասարակության պատասխանատվության խնդրի առումով առկա է մի քանի հանգամանք:
Նախ՝ պետք է հասկանալ, թե ինչու է հասարակությունն այս կամ այն կերպ արձագանքում որոշակի վիճակին, ինչ գործոններ, ազդակներ են անդրադարձել (իշխանությունների կողմից, մեղմ ասած, «թեթև» վերաբերմունք, անհետևողականություն և այլն): Երկրորդ՝ հնարավոր չէ արտակարգ վիճակում հույս դնել բացառապես ինքնակազմակերպման վրա՝ առանց հսկողության անհրաժեշտ միջոցների, այդ թվում՝ կանխարգելման:
Այս դեպքում «սպեցնազի» կարիք էլ չի լինի, ինչի մասին քանիցս խոսեց վարչապետը: Հենց միայն այն հանգամանքը, որ վարչապետի «ֆլեշմոբի» արդյունքում որոշ վայրերում կուտակումների և անվտանգ հեռավորության հարցը կարգավորեց, ինքնին վկայում է, որ գործ ունենք ոչ այնքան անհատական պատասխանատվության, որքան պարզ վարչարարության և վերահսկողության հետ:
Եվ վերջապես՝ ո՞ր հասարակությանն ենք մեղադրում պատասխանատվության բացակայության մեջ. այն հասարակությա՞նը, որը 2018 թվականի դեկտեմբերին 70 տոկոս քվե տվեց գործող իշխանությանը, այն հասարակությա՞նը, որի ուսերին պիտի դրվեր ՍԴ դատավորների պաշտոնանկության հարցը...
Ստացվում է՝ այն ժամանակ արժանապատիվ էր, հիմա՝ անպատասխանատո՞ւ: Այդպես չի լինում: Սպասելի էր, որ այս կամ այն շրջանակին մեղավոր նշանակելուց հետո մեղավորության հերթն ի վերջո հասնելու էր ժողովրդին:
Դրա մի քանի օրինակներ արդեն կային: Հիմա դա առավել տոտալ է դարձել: Իշխանությունն ամեն ինչ արել է, բայց հասարակության պատճառով կատաստրոֆիկ վիճակում ենք: Սա է հիմնական իմաստը:
Այդուամենայնիվ, մի հարցում դժվար է չհամաձայնել վարչապետ Նիկոլ Փաշինյանի հետ. «Եթե մեղավոր է կառավարությունը, մեղավոր է ժողովուրդը, որովհետև ժողովուրդն է բերել այս կառավարությանն իշխանության»:
