Համավարակի զարգացման այս օրերին շատերն են առաջ քաշում հակաճգնաժամային կառավարության ստեղծման պահանջ։ Գաղափարն ինքնին ողջունելի է, մանավանդ՝ գործող կառավարության ակնհայտ ձախողման համատեքստում, սակայն «հակաճգնաժամային կառավարություն» կոչվածն ընդամենը գործիքակազմ է, կառավարման միջոց ու շատ ավելի կարևոր է դրա բովանդակության քննարկումը։
Հակաճգնաժամային կառավարությունն, ըստ էության, պետք է լինի ազգային համաձայնության, համերաշխության կաբինետ՝ գործունեության սահմանափակ ժամկետով ու մանդատով։ Այդ կառավարությունն, իր բնույթով, պետք է լինի մերիտոկրատիայի(արժանիների իշխանություն) դրսևորում։
Ըստ էության՝ ազգային համաձայնության ժամանակավոր կառավարության հիմնական առաքելությունը պետք է լինի հումանիտար աղետի կանխումը կամ չեզոքացումը։
Այս համատեքստում նման կաբիների առաջնային խնդիրներն են․
-առողջապահական համակարգի կոլապսի հաղթահարումը, համաճարակի «ողնաշարը» կոտրելը։ Ցավոք, մեր առողջապահական համակարգն այլևս չի կարող ինքնուրույն լուծել այս խնդիրը։ Պետք է դիմել միջազգային աջակցության խնդրանքով, առաջին հերթին՝ Ռուսաստանին ու ԵՏՄ մեր գործընկերներին, նաև՝ հարևան Վրաստանին։ Մեր գործընկերների միջոցով պետք է մեծացվի Հայաստանի առողջապահական համակարգի կարողությունները՝ դաշտային հիվանդանոցներ հիմնելու, դրսից բերված բուժսարքավորումների, բժշկական անձնակազմի, նաև՝ առաջատար ենթակառույցներ ներդնելու միջոցով։ Յուրաքանչյուր օրվա հապաղումը հանգեցնելու է տասնյակ մահերի, ինչի պատասխանատվությունը մնալու է գործող կառավարության վրա,
-տնտեսական ճգնաժամի, սոցիալական աղետի կանխումը։ Այդ նպատակով ազգային համաձայնության կառավարությունը պետք է դադարեցնի հասարակության սորտավորումը, «սևերի» ու «սպիտակների» բաժանումը։ Անհրաժեշտ է համախմբել ամբողջ հայության ներուժը, կասեցնել հակասոցիալական օրենսդրության գործունեությունը։ Գործող կառավարության ժամանակավրեպ օրակարգը բերում է հասարակության մասնատմանը, համազգային պոտեցիալի փոշիացմանը,
-երկրին սպառնացող անվտանգային ռիսկերի չեզոքացումը։ Համավարակով պայմանավորված՝ Հայաստանի միջազգային մեկուսացման հեռանկարը կարող է նոր խթան հանդիսանալ թշնամիների ռազմատենչության համար։ Անհրաժեշտ են քայլեր՝ ազգային միասնության կայացման, Արցախի ու Հայաստանի պաշտպանունակության ամրապնդման ուղղությամբ։
Ակնհայտ է, որ Նիկոլ Փաշինյանի կառավարույթունն ամբողջովին ձախողել է հակահամաճարակային քաղաքականությունը։ Դա դիլենտանտիզմի, ավելորդ ինքնավստահության ու բանական կարծիքներն անտեսելու հետևանք է։ Նման քաղաքականության շարունակությունը հավասարազոր է հանցագործության․ եթե հապաղենք նշված օրակարգով ազգային համաձայնության կառավարություն ձևավորելու հարցում, կարող ենք ունենալ աղետալի հետևանքներ․․․․
