Կսահմանվի պարտադիր կրթությունից դուրս մնացած երեխաների բացահայտման և կրթության մեջ ներառման կարգը
SOCIETYԿրթության, գիտության, մշակույթի և սպորտի նախարարությունը հանրային քննարկման է ներկայացրել կառավարության՝ «Պարտադիր կրթությունից դուրս մնացած երեխաների բացահայտման և ուղղորդման կարգը սահմանելու մասին» որոշման նախագիծը:
Նշվում է՝ նկատի ունենալով 12-ամյա հանրակրթության պարտադիր պահանջը, ինչպես նաև այն, որ հանրակրթության մեջ երեխաների ընդգրկվածության ցուցանիշները հիմք են հանդիսանում երկրի միջազգային տարբեր գնահատականների համար (մարդկային զարգացման համաթիվ, գլոբալ մրցունակության համաթիվ և այլն), կարևոր է ունենալ կրթությունից դուրս մնացած երեխաների բացահայտման և ուղղորդման (կրթության մեջ ներառման) գործուն համակարգ, որը հենված կլինի բոլոր շահագրգիռ և պատասխանատու կառույցների համագործակցության վրա:
Կրթությունից դուրս մնացած երեխաներին կրթության մեջ ներգրավման համար առաջարկվող լուծումներն են` դպրոցահասակ երեխաների` կրթությունից դուրս մնալը կանխելը, ուսհաստատությունից դուրս մնացած երեխաների վաղ բացահայտելը, ուսհաստատությունից դուրս մնալու պատճառները բացահայտելը և դրանց վերացման համար միջոցներ ձեռնարկելը, երեխայի ուսումնառությունը համապատասխան ուսհաստատությունում ապահովելը:
Այս նպատակների իրականացման նպատակով, ըստ ԿԳՄՍ նախարարության, անհրաժեշտ է լուծել հետևյալ խնդիրները՝ դպրոցահասակ երեխաների հաշվառում, ուսհաստատությունից դուրս մնացած երեխաների բացահայտում, ուսհաստատությունից դուրս մնալու պատճառների բացահայտում, ըստ անհրաժեշտության երեխային (ընտանիքին) սոցիալական աջակցության ծրագրի մշակում և իրականացում, երեխայի կրթական կարիքների գնահատում և, ըստ անհրաժեշտության, անհատական ուսուցման պլանի մշակում և իրականացում, երեխայի ուղղորդում համապատասխան ուսումնական հաստատություն:
Իրավական ակտի կիրառման դեպքում ակնկալվում է՝ յուրաքանչյուր երեխայի կրթության իրավունքի իրացում, դպրոցահասակ երեխաների հաշվառման գործընթացի կանոնակարգում, տարածքային կառավարման և տեղական ինքնակառավարման մարմինների, բոլոր պատասխանատու կառույցների և շահագրգիռ մարմինների պարտավորությունների իրականացման ապահովում՝ երեխաների հանրակրթության մեջ ընդգրկման գործընթացում:
