Ինչպես բոլոր ոլորտների, գյուղոլորտի բազմաթիվ ներկայացուցիչներ ևս մեծ հույսեր ունեին, որ ՀՀ-ում տեղի ունեցած իշխանափոխությունից հետո ոլորտի բարելավմանն ուղղված քայլեր կիրականացվեն և ոլորտային կանոնակարգումների ականատես կլինեն։

Գյուղատնտեսությամբ զբաղվողներից շատերը կարծում էին, թե վերջապես կլուծվեն գյուղացիներին հուզող բազմաթիվ խնդիրներ, մասնավորապես՝ կնվազեն գյուղական աղքատությունը և արտագաղթը, կզարգանան գյուղը և գյուղատնտեսությունը, երկիրը կունենա գյուղատնտեսության զարգացման խելացի ռազմավարություն, ոլորտը կղեկավարեն Հայաստանի գյուղատնտեսությանը տիրապետող հմուտ փորձագետները։ 

Սակայն, իրականում, ի հակառակ սպասումների, ագրարային լավ ավանդույթներ ունեցող մեր երկրում փակվեց ոչ միայն գյուղնախարարությունը, այլև որոշ գյուղատնտեսական ՊՈԱԿ–ներ, իսկ ողջ ոլորտում իրականացվեց կադրային ջարդ։ 

«Փաստ» թերթի տեղեկություններով, ներկայումս գյուղական շատ բնակավայրերում բավականին անորոշ ու անհասկանալի իրավիճակ է տիրում, քանի որ խիստ ոլորտային հարցերի հետ կապված առկա են կոնկրետ խնդիրներ։ 

Թերթը պարզել է, որ գյուղացիներն իրենց հուզող հարցերի վերաբերյալ կարգավորումներ ստանալու համար տևական ու անիմաստ ժամանակ են անցկացնում մարզպետարաններում ու տարածքային զարգացման և ներդրումների նախարարությունում, սակայն վերջնական ցանկալի արդյունքի այդպես էլ չեն կարողանում հասնել։ 

Ֆերմերները դժգոհում են, որ չեն կարողանում իրականացնել ներդրումային ծրագրեր՝ համապատասխան խորհրդատվությունների ու մասնագիտական աջակցության բացակայության պատճառով։
