Անվճար համակարգում չընդգրկված ուսանողների առանձին խմբի վարձավճարը կփոխհատուցվի
SOCIETYՀՀ կառավարությունը կքննարկի բարձրագույն ուսումնական հաստատությունների անվճար համակարգում չընդգրկված ուսանողների ուսման վարձավճարի փոխհատուցման մասին որոշման նախագիծը: Այն ընդգրկված է կառավարության մայիսի 21-ի նիստի օրակարգում:
Ըստ հիմնավորման, նախագծի անհրաժեշտությունը պայմանավորված է Հայաստանի Հանրապետությունում նոր կորոնավիրուսի կանխարգելման համար հայտարարված արտակարգ դրության պայմաններում բուհերի վճարովի համակարգում սովորողներին ֆինանսական աջակցություն ցուցաբերելու անհրաժեշտությամբ:
«Նախարարության նախաձեռնության արդյունքում ուսանողների ուսման վարձավճարի փոխհատուցման նպատակով ՀՀ կառավարության 2018 թվականի դեկտեմբերի 13-ի N 1464-Ն որոշմամբ հատկացվել էր 82.000,0 հազ. դրամ՝ Հայաստանի Հանրապետության 2018 թվականի պետական բյուջեով նախատեսված պահուստային ֆոնդի հաշվին, որի սահմաններում Հայաստանի երիտասարդական հիմնադրամի միջոցով ուսման վարձավճարի փոխհատուցում են ստացել բուհերի անվճար համակարգում չընդգրկված՝ 2016 թվականի ապրիլի 2-6-ն ընկած ժամանակահատվածում Հայաստանի Հանրապետության զինված ուժերում մարտական հերթապահություն իրականացրած (զինվորական գրքույկում համապատասխան նշման առկայությամբ) առկա և հեռակա ուսուցմամբ բակալավրի և մագիստրոսի կրթական ծրագրում ընդգրկված 2018-2019 ուս. տարվա համար 510 ուսանող՝ մասնակի՝ 20 տոկոսի չափով՝ 44.661.680 հազար դրամ և 2019-2020 ուս. տարվա համար/1-ին կիսամյակ/՝ 569 ուսանող ուսման վարձի 10 տոկոսի չափով 24.914. 496 հազար դրամ:
Հաշվի առնելով վերոնշյալ ցուցանիշները՝ համապատասխան ֆինանսական միջոցներ են նախատեսվել նաև 2020-2022 թվականների միջնաժամկետ ծախսային ծրագրում վերոնշյալ խմբերի սովորողներին ֆինանսական աջակցությունն ապահովելու համար:
Հայաստանի Հանրապետությունում նոր կորոնավիրուսի կանխարգելման համար հայտարարված արտակարգ դրության պայմաններում ուսման վարձի մասնակի փոխհատուցում ստացողների շարքում ընդգրկելով ուսանողների վերոնշյալ խմբերին՝ հնարավորություն կստեղծվի համավարակի տարածմամբ պայմանավորված իրավիճակում օժանդակություն ստանալ առաջացած դժվարությունների հաղթահարման համար»,- ասված է հիմնավորման մեջ:
