ECONOMICSԱյսօր խորհրդարանական ընդդիմությունը ԱԺ արտահերթ նիստի ընթացքում կրկին բուռն քննարկում ծավալեց անհատական պաշտպանիչ միջոցների, հատկապես՝ դիմակների աճող գների մասին: Իշխանականներից այս քննարկմանն արձագանքեց ԱԺ նախագահ Արարատ Միրզոյանը և կիսեց այն տեսակետը, որ կառավարությունն ամեն կերպ պիտի զսպի դիմակների աճող գները: ԼՈՒՐԵՐ.com-ի թղթակիցը գների զսպման հնարավոր միջոցների մասին զրուցել է տնտեսագետ Սուրեն Պարսյանի հետ:
«Ամենագործուն դերը, գներն աճելու առումով, տնտեսվարողների մրցակցությունն է: Ինչքան էլ կառավարությունը պնդի, թե այս ոլորտում մենաշնորհներ չկան, միևնույն է, կան գերիշխող դիրք ունեցող տնտեսվարողներ, որոնք շուկայի մեջ մեծ տեսակարար կշիռ չունեն, բայց վարում են կողմնորոշող քաղաքականություն փոքր տնտեսվարողների համար: Թելադրողները հիմնականում խոշոր դեղատնային ցանցեր ունեցող մեր հայտնի օլիգարխներն են, որոնք սահմանում են վաճառքի գները»,- նշում է տնտեսագետն ու հավելում, որ սա դեղերի շուկայի առանձնահատկությունն է, որ ձևավորվել է վերջին 10-15 տարիների ընթացքում, երբ դեղ ներմուծողները կամ արտադրողները ներխուժեցին նաև մանրածախ շուկա՝ ի դեմս դեղատնային շուկայի:
Շահույթն ապահովող առկա սպեկուլյատիվ գործարքներից զատ, տնտեսագետն ընդգծում է նաև օբյեկտիվ գործոնները, որոնց անմիջական ներգործությամբ է, որ դիմակների գներն աճում են:
«Օրինակ թանկացել են նույն արտադրության տարբեր պարագաների գները, այդ թվում՝ կտորների, նաև սարքերի: Բայց, միևնույնն է, հարց է առաջանում՝ արդյոք օբյեկտիվ է գների այսքան բարձրացումը: Այս մասով պետք է ստուգումներ իրականացներ ՏՄՊՊՀ-ի միջոցով: Սակայն, ցավոք սրտի, հանձնաժողովը մատնված է լիակատար անգործության, արդարացումը կրկին մեկն է՝ ոլորտում մենաշնորհ չկա»,-ասում է Պարսյանը, նաև նշում, որ իրավիճակը շտկելու միակ տարբերակը շուկայի ուսումնասիրումն է ՏՄՊՊՀ կողմից:
Տնտեսագետին մտահոգում է այն փաստը, որ դիմակների գները զգալիորեն տարբերվում են Երևանի տարբեր մասերում:
«Սա օրենսդրական թերացման ու բացի խնդիր է, և ՏՄՊՊՀ-ն արդարացիորեն դժգոհում է, որ չունի լծակներ տնտեսվարողների նկատմամբ ուսումնասիրություն իրականացնելու և վարույթ սկսելու համար, բայց այս իրավիճակում օրենքի անկատարության վրա հղում անելով՝ անգործության մատնվելն էլ անընդունելի է»,- ընդգծում է Պարսյանը և պնդում, որ ՏՄՊՊՀ-ն միայնակ չպիտի գործի, նրան պետք է օգնեն այլ գերատեսչություններ, օրինակ՝ տնտեսությունից կտրված Էկոնոմիկայի նախարարությունը, նաև դեղատներին լիցենզիա տրամադրող լիազոր մարմիններն՝ ի դեմս առողջապահության նախարարության:
Նա նաև կարծում է, որ կարիք կլինի նաև կոնկրետ գին և որակի կոնկրետ չափանիշներ սահմանել:
«Պետք է սահմանել հստակ գին, որից բարձր գնով վաճառք չկարողանա իրականացնել ոչ մի տնտեսվարող: Արտակարգ դրության պայմաններում ասածս իրականացնելու համար մենք նման լծակներ ունենք: Հնարավորություն ու կարողություն կա, մնում է քայլերն իրականացնող գտնվի՝ ի դեմս այս լիբերալ կառավարության, որ այս իրավիճակում ուղղակի չի էլ պատկերացնում, որ կարող է տնտեսական պրոցեսներին միջամտել և որևէ բան փոխել»,- եզրափակում է տնտեսագետ Սուրեն Պարսյանը:
