Վարչապետ Նիկոլ Փաշինյանի գլխավորությամբ տեղի է ունեցել Պաշտպանական ոլորտի բարեփոխումներ իրականացնող, ներառյալ՝ արատավոր երեւույթների դեմ պայքարի արդյունավետությունը բարձրացնող միջգերատեսչական հանձնախմբի անդրանիկ նիստը:

 

Իր խոսքով վարչապետը նշել է, որ այսօր, ըստ էության, հայտարարվում է  հանձնախմբի աշխատանքների մեկնարկը: «Ինչո՞ւ էր անհրաժեշտ նման հանձնախմբի ստեղծումը. մի քանի անգամ ասել եմ, հիմա եւս ուզում եմ ընդգծել՝ Հայաստանի Հանրապետությունում բանակը, Զինված ուժերն անառարկելի հեղինակություն են եւ անառարկելի հեղինակություն ունեն: Եվ սա հասկանալի է, բայց մենք միեւնույն ժամանակ ունենք մի տարօրինակ երեւույթ, երբ բանակում, Զինված ուժերում ծառայության հեղինակությունը չի համապատասխանում Զինված ուժերի հեղինակությանը, եւ մենք որպես խնդիր ձեւակերպում ենք ծառայության հեղինակությունը ԶՈւ-երի հեղինակությանը հավասարեցնելը»,- նշել է Նիկոլ Փաշինյանը:

 

Նիկոլ Փաշինյանը նշել է, որ խմբի կազմում ընդգրկվել են մի շարք գերատեսչությունների ղեկավարների տեղակալները եւ այդպիսի մոտեցումը ցուցաբերվել է այն նկատառումով, որպեսզի քննարկումները լինեն հնարավորինս քաղաքական կոնյուկտուրայի եւ լարվածության ազդեցությունից դուրս: «Իհարկե այն որոշումները, մոտեցումները, որտեղ խումբը կցուցաբերի համաձայնություն, մենք կարձանագրենք, որ այդ որոշումները մեծ հավանականությամբ հենց այդպես էլ կյանքի կկոչվեն, իսկ բոլոր այն դեպքերում, երբ համաձայնություն չի արձանագրվի, մենք այդ քննարկումների արդյունքները կքննարկենք նաեւ Անվտանգության խորհրդում, կառավարության ֆորմատով եւ կփորձենք այդ հարցերում նույնպես հասնել համաձայնության»,- հավելել է վարչապետը:

 

Վարչապետ Փաշինյանը հույս է հայտնել, որ այս հանձնախմբի գործունեության արդյունքում հնարավոր կլինի արդյունավետ բարեփոխումների ծրագիր ունենալ եւ համոզված լինել, որ այդ բարեփոխումները բերելու են անհրաժեշտ արդյունքների: «Իհարկե, այսօր արդեն մենք պետք է արձանագրենք, որ հանձնախմբի ֆորմատն այսպիսին է ձեւավորվել, որպեսզի մենք կարողանանք իրականացնել հետեւյալ սկզբունքը, որ ցանկացած գաղափար ենթակա է քննարկման, կարող է քննարկվել, բայց որեւէ գաղափարի ներկայությունն օրակարգում եւ այն քննարկման սեղանի վրա դնելը դեռեւս չի կարող կանխորոշել որեւէ լուծում, որեւէ հանգուցալուծում եւ քանի որ կան բազմաթիվ գաղափարներ՝ մենք ուզում ենք այդ բոլոր գաղափարները քննարկել՝ դրանց վերաբերյալ մեր վերաբերմունքը ձեւակերպելու, հերքելու կամ հաստատելու նկատառումով: Այնպես որ ես հանձնախմբին հաջողություններ եմ մաղթում»,- ասել է վարչապետը:
