Կա՞ր վեթինգ... չկա վեթինգ
POLITICSՆախօրեին վարչապետ Նիկոլ Փաշինյանի և արդարադատության նախարար Ռուստամ Բադասյանի «լայվ»-քննարկումից հետո փորձագիտական շրջանակներն ու հասարակության այլ շրջանակներ եզրահանգման եկան, որ մոտ մեկ տարի առաջ Փաշինյանի հայտարարած դատաիրավական ոլորտում վեթինգ իրականացնելու և ՀՀ-ում անցումային արդարադատություն իրականացնելու գաղափարը, կարծես թե, մեռավ՝ դեռ չծնված։
Բադասյանը Փաշինյանին ներկայացրեց, որ դատաիրավական ոլորտում վեթինգ իրականացնելը ոչ այդքան արդյունավետ միջոց է և իր մեջ լուրջ ռիսկեր է պարունակում։ «Փաստ» թերթն իր նախորդ հրապարակումներից մեկում արդեն գրել էր, որ ՀՀ իշխանությունները համընդհանուր վեթինգ անցկացնելու ռիսկեր են տեսնում, այդ թվում՝ այն առումով, որ իրենց կադրային «բանկում» չունեն համապատասխան թվով դատավորներ, որոնք կկարողանան լրացնել դատավորների թափուր հաստիքները։
Այս առումով, սակայն, թերթին նոր մանրամասներ են հայտնի դարձել։ Ըստ այդմ, իշխանությունները համապարփակ վեթինգի գաղափարից հրաժարվել են ոչ թե սեփական նախաձեռնությամբ, այլ «դրսից» ստացած կոշտ տեսակետներից հետո։
Թերթի աղբյուրի փոխանցմամբ, մոտ մեկ ամիս առաջ Վենետիկի հանձնաժողովի հատուկ մասնագիտական հանձնախմբի կողմից Հայաստանի իշխանություններին է ուղարկվել բավականին կոշտ գնահատականներով ներկայացված մի զեկույց, որում հստակ նշվել է, թե ինչ հետևանքներ կունենա «վեթինգ» ասվածը ՀՀ միջազգային վարկանիշի և դատաիրավական ոլորտի վրա, ընդգծել կոնկրետ թիրախներն ու առանձին դրույթներ։
Վենետիկի հանձնաժողովի գնահատականին գրեթե զուգահեռ, ըստ նույն աղբյուրի, նմանօրինակ մի գնահատական է հնչել նաև ԵԽԽՎ-ից և Եվրահանձնաժողովից՝ հայաստանյան իշխանություններին բաց ակնարկներ անելով ու առաջարկելով «ավելի լուրջ ու կառուցողական գործերով զբաղվել»։
