«Հռոմեացի գրող-երգիծաբան Յուվենալը մոտ 2 000 տարի առաջ բանաձևեց Հռոմեկան կայրությունում իշխանության պահպանման գաղտնիքը, որով վերնախավը բանեցնում էր իր ազդցությունը Հին Հռոմի շարքային ժողովրդի վրա: Այդ բանաձև կոչվում էր Panem et circenses՝ հաց և տեսարաններ:
Այս բանաձևի կենսունակությունը բազմիցս ապացուցվել ինչպես հին ժամանակներում, այնպես էլ միջնադարում և նոր պատմության մեջ: Ավտորիտար, հակաժողովրդավարական իշխանությունները բոլոր ժամանակներում, խաղաղալով մարդկանց բնական պահանջների և ցածր ինստինկտների հետ, հաջողությամբ պահել են իրենց ազդեցությունը, ժողովրդին թուլափայ շպրտելով տարաբանույթ տպավորիչ ներկայացումների և անվճար կամ էժան սննդի տեսքով:
Հռմեական կայսրերը գիտեին, որ բնակիչներին ձրի ցորեն բաժանելը պետք է զուգակցվի տարաբնույթ ազդեցիկ ու թանկ միջոցառումներով՝ գլադիատորական մարտերով, էկզոտիկ կենդանիներով, տրիումֆալ երթերով, զանազան խաղերով և այլն: Ժողովրդին պահում էին, մեր օրերի լեզվով ասած, «փորը կուշտ, տակը չոր» վիճակում։
Այս բանաձևի կենսունակությունն իր երկու բաղադրիչների ճիշտ զուգակցման մեջ էր, քանզի միայն հացով կամ, հատկապես, միայն տեսարաններով այն չի աշխատում:
Ներկյաիս Հայաստանի «փոքրիկ Նեռոնը» համաճարակի ֆոնին օրեցօր խորացող ժողովրդի սոցիալական խնդիրների սաստկացման պարագայում, երբ կառավարությունը ի վիճակի չէ նորմալ "հաց" բաժանել մարդկանց, շեշտը փորձում է դնել տեսարանների վրա:
Սա է պատճառն անիմաստ ու պարզունակ լայվերի, սկանդալային գրառումների, մրցակիցների հանդեպ սաստկացող քրեական հետապնդումների և դատարկ տեղը բարձր աղմկելու անմեղոսունակ տեսարանների:
UCOM-ի գործ... Մինասյան... Վանեցյան... Քոչարյան... Սարգսյան... Իշխանությունը հորինված տեսարանների պակաս չի ունենալու։
Բայց ինչպես բազում այլ դեպքերում, այս անգամ ևս նա պատմության դասեր չգիտի և չի հասկանում, որ առանց հացի, միայն տեսարաններով ժողովդրին լռեցնել չի կարողանալու:
