ՀՀ իշխանությունները մտադիր են մարել բյուջեի աղետալի դեֆիցիտը նոր վարկերի ներգրավման միջոցով
ECONOMICSՀայաստանի կառավարությանը ծախսերի առումով ճկունություն կտրվի միայն կորոնավիրուսի եւ դրա պատճառով հայտարարված արտակարգ դրության հետեւանքների մեղմման ուղղված միջոցառումների իրականացման մասով: Այս մասին ապրիլի 29-ին ՀՀ Ազգային ժողովի արտահերթ նիստին «2020 թվականի պետական բյուջեի մասին» օրենքում փոփոխություններ կատարելու մասին օրինագծի երկրորդ ընթերցմամբ քննարկման ժամանակ, պատասխանելով պատգամավորների հարցերին, ասաց ՀՀ Ֆինանսների նախարար Ատոմ Ջանջուղազյանը
Նա, մասնավորապես, նշեց, որ պատգամավորների շրջանում այնպիսի կարծիք կա, որ առաջարկվող նախագիծը սկզբունքորեն վերանայում է Ազգային ժողովին վերապահված գործառույթների մեծ մասը, բայց դա, ըստ նախարարի, իրականությանը չի համապատասխանում: Արդյունքում, Ջանջուղազյանը մի քանի անգամ ստիպված եղավ կրկին ընթերցել օրինագծի հիմնական կետերը` բյուջեի վերանայման առումով գործադիր իշխանության կողմից խորհրդարանի գործառույթների յուրացման կապակցությամբ խորհրդարանականների, մասնավորապես, «Լուսավոր Հայաստանի» պատգամավորների վախերը ցրելու համար:
Ատոմ Ջանջուղազյանը նաեւ պարզաբանեց բյուջեում ծագած դեֆիցիտի հետ կապված իրավիճակը: Այդպես, ըստ նրա, դեֆիցիտի ընդհանուր ծավալը 324 միլիարդ դրամ կկազմի` նախատեսված մակարդակի համեմատ ավելանալով 169 միլիարդ դրամով: Ավելի վաղ նախատեսված մակարդակը 161 միլիարդ դրամ էր կազմում: Այսպիսով, պետական բյուջեի դեֆիցիտը մարելու համար անհրաժեշտ միջոցների ընդհանուր գումարը 260 միլիարդ դրամ կկազմի: Ըստ կառավարության` դեֆիցիտը մարումը հնարավոր է վարկային ռեսուրսների ներգրավմամբ, պետական գանձապետական պարտատոմսերի թողարկմամբ եւ եվրապարտատոմսերի հերթական տրանշերով: Եվ սա այն դեպքում, որ նախքան Փաշինյանի` իշխանության գալը կտրականապես դեմ էր հանդես գալիս նոր վարկերի ներգրավմանը:
Նախարարը տեղեկացրեց, որ ֆինանսավորման աղբյուրներից մեկը կդառնա Արժույթի միջազգային հիմնադրամը, որը համաձայնել է մոտ 300 միլիոն դոլար տրամադրել Հայաստանին: Ինչպես նշեց ՀՀ Ֆինանսների նախարարը, Հայաստանը վարկատուների կողմից որպես կայուն եւ դինամիկ զարգացող վարկառու պետություն է դիտարկվում:
