Իմքայլականներն առաջարկում են 500 000 դրամ և ավելի եկամուտ ունեցողների սոցվճարը չբարձրացնել

ԱԺ «Իմ քայլը» խմբակցության պատգամավորներ Վահե Հովհաննիսյանը և Եղիշե Սողոմոնյանն օրենքի նախագիծ  են ներկայացրել, որով առաջարկում են չբարձրացնել 500 000 դրամ և ավելի եկամուտ ունեցող ֆիզիկական անձանցից գանձվող սոցիալական վճարի չափը:

 Գործող օրենքով 500 000 դրամից բարձր աշխատավարձ ստացողների համար սոցիալական վճարների հաշվարկման առավելագույն շեմը 500 000 դրամն է, որը 2020 թ. հուլիսի 1-ից դառնում է նվազագույն աշխատավարձի 15-ապատիկի չափ, որն այս պահին 1 020 000 դրամ է:

«Արդյունքում՝ 500 000 դրամից ավել աշխատավարձ ստացողները վճարելու են ամսական մինչև 52 000 դրամ լրացուցիչ սոցիալական վճար: Այդ վճարները ուղղվելու են կուտակային ֆոնդերին, որը նվազեցնելու է տնօրինվող եկամուտը և նաև սպառումը: Մյուս կողմից այդ խավն այս պահին արդեն կատարում է ամենաշատ սոցիալական վճարները և կենսաթոշակի հետագա ստացման տեսանկյունից արդեն գտնվում է լավագույն վիճակում և լրացուցիչ վճարների անհրաժեշտությունը բացակայում է: Միևնույն ժամանակ այս խավի համար ստեղծվում են անարդար պայմաններ, քանի որ մինչև 500 000 դրամ ստացողների համար պետության կողմից վճարի մասով առկա է նույնանման համամասնությունը, ինչը բացակայում է 500 000 դրամից բարձր աշխատավարձի դեպքում, երբ պետությունը վճարում է 500 000 դրամի համար սահմանված վճարի չափով»,-ասված է նախագծի հիմնավորման մեջ:

Նախագծով առաջարկվում է 2020 թ. հուլիսի 1-ից շեմի բարձրացման կարգավորումները չեղյալ համարել, և առանց հետագա ժամկետային սահմանափակման առավելագույն շեմ սահմանել 500 000 դրամը:

Ըստ նախագծի հեղինակների՝ փոփոխություն չիրականացնելու դեպքում մոտ 25 000 քաղաքացի լրացուցիչ վճարելու է ամսական մոտ 700 մլն դրամ:

«Արդյունքում՝ տարեկան կտրվածքով շրջանառությունից դուրս է գալու մոտ 8,4 միլիարդ դրամ, որը կարող է հանգեցնել ավելի քան 1 միլիարդ դրամ հարկային մուտքերի կրճատման՝ սպառման կրճատման պատճառով: Առաջարկվող փոփոխությունը հնարավորություն կտա խուսափել սպառման նման մակարդակի նվազումից և հարկերի նվազումից՝ առավել ևս սպասվող ֆինանսատնտեսական ճգնաժամի ֆոնին»,-նշված է հիմնավորման մեջ:
