«Ժողովուրդ». Արմեն Սարգսյանը կստորագրի՞ աղմկահարույց օրենքը
POLITICS«Ժողովուրդ» թերթը գրում է. «Ազգային ժողովն ապրիլի 16-ին երկրորդ ընթերցմամբ և ամբողջությամբ ընդունել է «Ապօրինի գույքի բռնագանձման մասին» օրենքի նախագիծն ու կից ներկայացված նախագծերի փաթեթը։ Նախագծով ըստ էության հնարավորություն է տրվում բռնագանձել բոլոր մարդկանց գույքը, որի ձեռքբերումը չի հիմնավորվում օրինական եկամտի աղբյուրներով: Ընդ որում, օրենքը վերաբերում է մինչև 1991 թվականը ձեռք բերված գույքին: Նախագծերի փաթեթի ընդունումից հետո այն սահմանված կարգով ուղարկվել է ՀՀ նախագահ Արմեն Սարգսյանին և միայն նրա ստորագրումից հետո այն կսկսի գործել։
Արմեն Սարգսյանն այն ստորագրելու համար ունի 21 օր, սակայն չի բացառվում, որ կրկին օգտվի Սահմանադրությամբ իրեն վերահապահված հնարավորությունից և այս նախագծի սահմանադրականությունը վիճակի Սահմանադրական դատարանում։ Նկատենք, որ սահմանադրականության հետ կապված խնդիրներ են տեսնում անգամ իմքայլականները եւ բարձրաձայնել են այդ մասին։ «Ժողովուրդ» օրաթերթի տեղեկություններով, նախագահը դեռ չի շտապի ստորագրել նախագիծը եւ այժմ այն իրավական փորձաքննություն է անցնում աշխատակազմի կողմից և նոր վերջնական որոշում կկայացվի։
Նկատենք, որ Դատական օրենսգիրք սահմանադրական օրենքը, որը ենթադրում է դատավորների բարեվարքություն, Արմեն Սարգսյանը ստորագրեց վերջին պահին՝ 21-րդ օրը՝ խոստանալով սակայն հետևել կիրառմանը, իսկ Բանկային գաղտնիքի մասին օրենքն էլ ՍԴ-ում է և բանավոր ընթացակարգով կքննվի ապրիլի 28-ին»:
