Քիչ առաջ հայտարարություն է տարածել հանրային ծառայությունները կարգավորող հանձնաժողովը: Հայտարարության մեջ նշված է.

Հաշվի առնելով, որ՝

-ՀՀ պարետի կողմից հայտարարված սահմանափակումները գործունեության մի շարք տեսակների համար վերացվել են,

-ներկայումս հանրապետությունում, անգամ բնակչության տեղաշարժի սահմանափակումների պայմաններում, անձանց համար հիմնականում ապահովված է համապատասխան վճարումներ կատարելու հնարավորությունը՝ մասնավորապես, առկա են առցանց վճարումների մի շարք համակարգեր, գործող գրեթե յուրաքանչյուր առևտրի օբյեկտում առկա է վճարահաշվարկային տերմինալ, բանկերի շատ մասնաճյուղեր գործում են բնականոն ռեժիմով, յուրաքանչյուր բնակավայրում գործում է գոնե մեկ փոստային բաժանմունք,

-ՀՀ կառավարության կողմից հաստատված համապատասխան միջոցառումներով էապես մեղմվել է սոցիալապես անապահով և խոցելի բնակիչներին մատուցված կոմունալ ծառայությունների դիմաց վճարման խնդիրը,

ՀՀ հանրային ծառայությունները կարգավորող հանձնաժողովը բոլոր բնակիչ- բաժանորդների համար համընդհանուր ճանաչված՝ վերջիններիս կողմից էլեկտրական էներգիայի, բնական գազի և խմելու ջրի (ջրահեռացման ծառայությունների) դիմաց վճարման պարտավորության կատարմանը խոչընդոտող ֆորս մաժորը սույն թվականի ապրիլի 22-ից համարում է վերացած։ 

Նշվածը, սակայն, չի սահմանափակում սպառողի իրավունքը յուրաքանչյուր կոնկրետ դեպքում համապատասխան հիմնավորումների պարագայում դիմել մատակարարին կոմունալ ծառայությունների դիմաց չվճարումը պայմանագրի համաձայն ֆորս մաժորի հետևանք համարելու և մատուցվող ծառայությունը չդադարեցնելու համար։ Նշված գործընթացը կգտնվի հանձնաժողովի վերահսկողության ներքո։

Հաշվի առնելով նշվածը՝ հանձնաժողովը կոմունալ ծառայությունների անխափան և հուսալի մատակարարման նպատակով հորդորում է բոլոր բաժանորդներին կատարել վճարումները։
