«Ժողովուրդ» Ում նկատի ուներ Փաշինյանը «Սերժի մնացորդ» ասելով

«Ժողովուրդ» թերթը գրում է․ «ՀՀ վարչապետ Նիկոլ Փաշինյանն իր ուղիղ եթերի ժամանակ ուշագրավ հայտարարություններ արեց, այդ թվում, այսպես կոչված, «Սերժի մարդկանց»-ից ազատվելու անհրաժեշտության մասին։ Նրա խոսքով՝ այսօր իշխանության մեջ նախկինները ունեն իրենց մարդիկ, որոնց ինքն անվանում է «Սերժի մնացորդներ», եւ եկել է ժամանակը նրանց զտելու: Այսինքն՝ Նիկոլ Փաշինյանն արձանագրում է, որ այսօր էլ՝ հեղափոխությունից երկու տարի անց, պետական կառավարման համակարգում դեռեւս շատ են, ինչպես ինքը ձեւակերպեց, «Սերժի մնացորդները», ինչը նշանակում է, որ նախկին իշխանությունները դեռեւս շարունակում են ազդեցություն պահպանել պետական կառավարման համակարգում ու իրավապահ մարմիններում։ Սակայն այստեղ կարեւոր է, թե, ի վերջո, ում նկատի ունի Նիկոլ Փաշինյանը՝ այդպիսի որակում տալով, քանի որ հենց կառավարման համակարգի վերին օղակներում եւս կան պաշտոնյաներ, որոնք երկար տարիներ եղել են բարձրաստիճան պաշտոնյաներ նաեւ մինչեւ հեղափոխությունը։ Այսպիսով, ներկայիս նախարարների, փոխնախարարների մեջ էլ կան նախկին պաշտոնյաներ. նրանք են արտակարգ իրավիճակների նախարար Ֆելիքս Ցոլակյանը, էկոնոմիկայի նախարար Տիգրան Խաչատրյանը (մինչ հեղափոխությունը եղել է նախարարի տեղակալ), շրջակա միջավայրի նախարար Էրիկ Գրիգորյանը (վարչապետի օգնական, նախարարի տեղակալ), ֆինանսների նախարար Ատոմ Ջանջուղազյանը (երկար տարիներ եղել է նախարարի տեղակալ, գլխավոր գանձապետ), պաշտպանության նախարար Դավիթ Տոնոյանը (եղել է փոխնախարար, ԱԻ նախարար)։ Ի վերջո, արդյոք խոսքը նրանց մասին է, թե, ամեն դեպքում, մեկ կամ երկու աստիճան ցածր գտնվող պաշտոնյաների մասին՝ փորձեցինք պարզել հենց նրանցից։ Էկոնոմիկայի նախարար Տիգրան Խաչատրյանի մամուլի խոսնակ Աննա Օհանյանը, մեր հարցադրմանն ի պատասխան, նշեց. «Նման հարցադրումը ստիպված եմ առանց մեկնաբանության թողնել»։ Իսկ, ահա, արտակարգ իրավիճակների նախարար Ֆելիքս Ցոլակյանը մեզ հետ զրույցում նկատեց, թե ինքը շատ-շատ վաղուց է համակարգում, եւ այդ հայտարարությունը իրեն չի կարող վերաբերել։ Միեւնույն ժամանակ Ցոլակյանը համակարծիք էր վարչապետի հետ այն առումով, որ հեղափոխությունը չհասկացած մարդիկ պետք է հեռանան։ Սա, իհարկե, կառավարության կազմն է, բայց «Սերժի մնացորդներ» կան նաեւ դատական համակարգում, ուժային կառույցներում եւ այլ ոլորտներում: Ի վերջո, ի՞նչ է սպասվում «Սերժի մնացորդներին», նրանց պաշտոնա՞նկ են անելու, թե՞ արդեն պետք է սկսեն ինքնակամ դիմումներ գրել ու հեռանալ: «Ժողովուրդ» օրաթերթը փորձեց այս հարցի պատասխանը ստանալ վարչապետի խոսնակ Մանե Գեւորգյանից, որը նշեց. «Ես հարկ չեմ համարում մեկնաբանելու վարչապետ Նիկոլ Փաշինյանի հայտարարությունը։ Նա իր խոսքն ասել է, իր հայտարարությունն արել է։ Տեսնենք՝ դեպքերն ինչպես կզարգանան։ Այս պահին որեւէ բան ասել չեմ կարող»։ Այս իրավիճակի հանրագումարում մեզ մնում է եզրակացնել, որ մինչեւ հեղափոխությունը ով գործազուրկ է եղել, «փրկվեց»:
