Արտակարգ դրության պայմաններում բռնության ռիսկն ավելանում է. ՄԻՊ-ը 13 ահազանգ է ստացել
SOCIETYՀՀ մարդու իրավունքների պաշտպան Արման Թաթոյանը ֆեյսբուքյան իր էջում անդրադարձել է արտակարգ դրության պայմաններում բռնության ռիսկի ավելացման խնդրին:
«Նոր կորոնավիրուսի (COVID-19) դեմ պայքարի հիմքով հայտարարված արտակարգ
դրության սահմանափակումները մեծացնում են ընտանիքում, հատկապես՝ կանանց, երեխաների և տարեցների նկատմամբ բռնության ռիսկը:
Այս օրերին նման երևույթները բնորոշ են տարբեր երկրների, ինչը պայմանավորված է ամբողջ աշխարհում այս վարակի կանխարգելման առանձնահատուկ ցուցումներով (մեկուսացում, աշխատանքի չգնալ, որպես կողմնակի հետևանք՝ սոցիալական բնույթի հարցեր և այլն):
Հայաստանում արտակարգ դրություն հայտարարելու պահից սկսած Մարդու իրավունքների պաշտպանին հասցեագրվել է 13 բանավոր և գրավոր դիմում-բողոք, որոնք վերաբերում են կանանց, երեխաների և մեկ տարեց տղամարդու նկատմամբ բռնություն գործադրելուն:
Համեմատության համար նշեմ, որ նախորդ տարի նույն ժամանակահատվածում արձանագրվել է նման 5 ահազանգ: Դրանից բացի՝ պետք է հաշվի առնենք, որ այս դեպքերն ունեն լատենտային կամ թաքնված բնույթ։
Այս հարցերը մեր աշխատակազմում առանձին քննարկման առարկա են՝ սկսած արտակարգ դրության առաջին օրերից: Սակայն այս օրերին հատկապես բռնության այս տեսակի կանխարգելումը պահանջում է մասնագիտական առավել ճշգրիտ մոտեցումներ, ինչը հնարավորություն կտա ապահովել կանխարգելման աշխատանքների ճիշտ կազմակերպում և խնդիրների ու դրանց լուծումների մասին ամբողջական պատկերացում:
Կարևոր գործոն է նաև այն, որ արտակարգ դրությունը երկարեց, իսկ դա առավել արդիական է դարձնում հարցը և պահանջում առավել կազմակերպված աշխատանք։
Ուստի այսօր Մարդու իրավունքների պաշտպանի աշխատակազմում ստեղծել եմ համապատասխան մասնագետներից կազմված աշխատանքային խումբ:
Աշխատանքային խմբին հանձնարարված է հատուկ ուշադրություն դարձնել կանանց, երեխաների և տարեցների նկատմամբ բռնությանը վերաբերող հարցերին: Ընդ որում, իրականացվում է ինչպես գրավոր ու բանավոր բողոքների քննարկում, այնպես էլ ընդհանուր մշտադիտարկում (հրապարակումներ, պետական մարմինների աշխատանք և այլն):
