Հակաճգնաժամային միջոցառումների կարևոր բաղադրիչ պետք է լինի մարդկանց հեռանկարներ ցույց տալը. Փաշինյան
POLITICSՎարչապետ Նիկոլ Փաշինյանի գլխավորությամբ կառավարությունում այսօր տեղի է ունեցել հերթական խորհրդակցությունը՝ կորոնավիրուսի հետևանքների չեզոքացման հակաճգնաժամային միջոցառումների վերաբերյալ: Այս մասին տեղեկանում ենք ՀՀ կառավարության լրատվական ծառայությունից։
Վարչապետին զեկուցվել է արդեն իսկ հաստատված սոցիալական ծրագրերի իրականացման ընթացքի մասին. 7-րդ միջոցառման շրջանակում այսօրվանից արդեն սկսվել է նախատեսված ֆինանսական աջակցության տրամադրումը, 8-րդ միջոցառման շահառուների ցուցակները վերջնական ճշգրտման փուլում են, 9-րդ և 10-րդ միջոցառումների կիրառման կարգերը մշակման փուլում են, և արագ շրջանառումից ու հաստատումից հետո հաջորդ շաբաթվանից այս ծրագրերը ևս կսկսեն գործել: Նշվել է, որ տնտեսական օժանդակության միջոցառումները ևս ակտիվ ընթացքի մեջ են, և տնտեսվարողների կողմից ներկայացված հայտերի քանակը վկայում է ծրագրերի դրական դինամիկայի մասին:
Այնուհետև անդրադարձ է եղել ներդրումային քաղաքականության խթանման նպատակով մշակված միջոցառումների նախագծերին: Մտքերի փոխանակության ընթացքում քննարկվել են պետություն-մասնավոր գործընկերությամբ ներդրումային ծրագրերի իրականացման մեխանիզմներին, երաշխիքային և ռիսկայնության գնահատման գործիքներին, կապիտալի շուկաների զարգացման հեռանկարներին վերաբերող հարցերը և այդ առնչությամբ ներկայացված գաղափարները:
Վարչապետը նշել է, որ ներկա իրավիճակում ներդրումային քաղաքականության խթանման միջոցառումները պետք է դիտարկել երկարաժամկետ արդյունք ապահովելու կտրվածքով: «Այդ ծրագրերը պետք է միտված լինեն ոչ միայն ներդրողին խրախուսելուն, այլև տնտեսական աճին, ենթակառուցվածքների զարգացմանը, բիզնես մտածողության փոփոխությանը: Հակաճգնաժամային միջոցառումների կարևոր բաղադրիչ պետք է լինի մարդկանց հեռանկարներ ցույց տալը, ներկայացնելը, թե ինչ հնարավորություններ կարող են ստեղծվել», - նկատել է Նիկոլ Փաշինյանը: Կառավարության ղեկավարը հանձնարարել է լրամշակել նախագիծը՝ հաշվի առնելով հնչած առաջարկները և ներկայացնել քննարկման:
Խորհրդակցությանը քննարկման առարկա են դարձել նաև պետական գույքի կառավարման արդյունավետության բարձրացմանը միտված գաղափարները:
