Արցախի խորհրդարանի «քաղաքական քարտեզը». ինչպիսի՞ համագործակցություններ կլինեն
POLITICSՄարտի 31-ին Արցախում տեղի ունեցան նախագահական և խորհրդարանական ընտրություններ։ Ըստ ԿԸՀ տվյալների, Արցախի Հանրապետության նախագահի թեկնածուներից Արայիկ Հարությունյանն ստացել է 36 076 ձայն կամ 49,26 տոկոս, Մասիս Մայիլյանը՝ 19 360 ձայն կամ 26,4 տոկոս, Վիտալի Բալասանյանը՝ 10 755 ձայն կամ 14,7 տոկոս, մնացած թեկնածուներն անհամեմատ ցածր արդյունքներ են գրացել։
Այսինքն, կլինի երկրորդ փուլ: Խորհրդարան անցել է հինգ քաղաքական ուժ. 33 մանդատից 16-ը կստանա Արայիկ Հարությունյանի գլխավորած «Ազատ Հայրենիք-ՔՄԴ» կուսակցությունների դաշինքը, 9 մանդատ կունենա Սամվել Բաբայանի «Միասնական հայրենիքը», 3-ական մանդատ՝ Արցախի «Արդարություն» կուսակցությունը և ՀՅԴ-ն, ևս 2 մանդատ՝ Աշոտ Ղուլյանի ղեկավարած Արցախի ժողովրդավարական կուսակցությունը:
Նշենք, որ «Ազատ Հայրենիքը», ՀՅԴ-ն ու ԱԺԿ-ն 2007 թվականից Արցախի նախագահի քաղաքական հենարանն են հանդիսացել։ Ըստ էության՝ Արայիկ Հարությունյանն իր երեկվա ասուլիսում, ինչպես նաև նախընտրական ամփոփիչ բանավեճում ակնարկում էր, որ, ըստ ամենայնի, քաղաքական այդ ուժերի հետ համագործակցությունը կշարունակվի։
Այսինքն՝ ստեղծված իրավիճակում Հարությունյան-Ղուլ յան-Իշխանյան հին դաշինքը խորհրդարանում կունենա մեծամասնություն։ Փաստացի առկա է հետևյալ պատկերը. եթե սպասվող նախագահական ընտրությունների երկրորդ փուլում անգամ տեսականորեն հաղթի Մասիս Մայիլյանը, ապա Արցախի Սահմանադրությունը բավականին լայն հնարավորություններ է տալիս խորհրդարանական մեծամասնությանը ոչ միայն վիժեցնելու կառավարության և նախագահի ծրագրերի իրականացումը, այլև մեկ տարի հետո իմպիչմենթի գործընթաց սկսել։ Այլ կերպ ասած՝ Արայիկ Հարությունյանը խորհրդարանում իր դիրքերն ամրապնդելուց հետո հանգիստ կարող է ցանկացած այլ նախագահի համար դառնալ լուրջ գլխացավանք։
Այս նրբությանը, թերևս, փայլուն տիրապետում է նաև Մայիլ յանը, և ստեղծված իրավիճակում չի բացառվում, որ նա որոշակի խելամիտ քաղաքական պայմանավորվածությունների արդյունքում չմասնակցի ընտրություններին։ Հավելենք նաև, որ Մասիս Մայիլ յանին սատարող երեք ուժերից ոչ մեկը խորհրդարանի անցողիկ շեմը չի հաղթահարել։
