Արցախի 776 քաղաքացի իրենց ընտրությունը կկատարեն Հայաստանում, մինչդեռ ՀՀ-ում արգելված է զանգվածային միջոցառումների անցկացումը․ Pastinfo.am
POLITICSՀայաստանում գտնվող Արցախի քաղաքացիները ընտրություններին կմասնակցեն Հայաստանում։ «Փաստինֆո»-ի հաղորդմամբ՝ այս մասին տեղեկացրել է Հայաստանում Արցախի ներկայացուցչության գլխավոր մասնագետ Նառա Նիկողոսյանը՝ նշելով, որ Հայաստանում գտնվող Արցախի քաղաքացիները 2020թ-ի մարտի 31-ին նախատեսված ընտրություններին մասնակցելու համար պետք է մինչև մարտի 26-ը ներառյալ ներկայանային ԱՀ մշտական ներկայացուցչություն, դիմում գրեին՝ Երևանի ընտրատեղամասում ընդգրկվելու համար։
Նա ընդգծեց, որ այն քաղաքացիները, որոնք նշված ժամկետում դիմում չեն ներկայացրել ու տեղյակ չեն եղել այս որոշման մասին, չեն կարող ընդգրկվել ընտրական ցուցակներում։
«Երևանում ԱՀ ընտրության մասնակցելու ևս մեկ տարբերակ կա։ Քաղաքացիները կարող են ընտրել Երևանում, եթե նախապես Արցախից տեղեկանք են վերցրել լրացուցիչ ցուցակում ընդգրկվելու համար»,-տեղեկացրեց գլխավոր մասնագետը։
Նա նաև հայտնեց, որ ընտրությունը տեղի է ունենալու ԱՀ մշտական ներկայացուցչությունում, և այս պահին ընտրացուցակում ընդգրկվելու համար դեմում է ներկայացրել Արցախի 776 քաղաքացի։
Հիշեցնենք, որ 2020թ. մարտի 31-ին Արցախում նախատեսվում են խորհրդարանական և նախագահական ընտրություններ։ Իսկ Հայաստանում 2020 թվականի մարտի 16-ին հայտարարվել է արտակարգ դրություն, որով արգելվել է հավաքների անցկացումը, իսկ պարետի որոշմամբ նաեւ հանրային միջոցառումների անցկացումը։ Հանրային միջոցառում է համարվում 20 եւ ավելի անձանց մասնակցությամբ անցկացվող միջոցառումները։
Մարտի 24-ին ՀՀ վարչապետը հայտարարեց Հայաստանում արտակարգ դրության նոր սահմանափակումներ մտցնելու մասին եւ ՀՀ պարետ Տիգրան Ավինյանը քաղաքացիների տեղաշարժի սահմանափակումներ է մտցրել. քաղաքացիները պետք է տնից դուրս գալ միայն կենսական անհրաժեշտության դեպքում, ունենալով անձնագիր կամ նույնականացման քարտ, երկու հոգուց ավելի խմբերով էլ պետք է չհավաքվել անգամ բակերում։
ՀՀ օրենսդրությամբ վարչական պատասխանատվություն է նախատեսված մեկուսացման ու ինքնամեկուսացման կանոնները խախտելու համար եւ անհասկանալի է, թե ինչպես են արցախցիները Հայչաստանում մասնակցելու ընտրություններին եւ արդյոք այն ռիսկեր չի պարունակում՝ վարակի տարածման համար։
