ANALYSISԲնավորությունը ցայտուն դրսևորվում է սահմանային իրավիճակում՝ կորստի շեմին, մահվան վտանգի առաջ։ Իտալացիները երգում են պատշգամբներում, իսպանացիները ծափահարում, չինացիները գոռում են կարգազանցների վրա։ Կառավարությունները նույնպես տարբեր են արձագանքում պանդեմիային։ ՀՀ իշխանությունները, թեև ուշացումով, հասկացան վտանգի լրջությունը։ Այսպիսով՝ արտակարգ դրությունը իրավունքների և ազատությունների որոշակի սահմանափակումներ է մտցնում։ Հարկ է այս սահմանափակումներին ըմբռնումով վերաբերվել։ Սահմանափակումները, թեև բռնություն են ենթադրում, այնուամենայնիվ, դրանք կիրառվում են պանդեմիայի հետագա տարածումը կանխելու, համաճարակի դեմ պայքարի արդյունավետությունը բարձրացնելու համար, պարզ ասած՝ մարդու կյանքի և առողջության պահմանման համար։ Առաջիկա օրերին շատ է քննարկվելու, թե տնտեսական ինչ կորուստներ ու վնասներ են կրելու պետությունն ու հասարակությունը արտակարգ դրության հետևանքով։ Այս առումով՝ պետք է շիտակ ներկայացնել, որ արտակարգ դրություն հաստատելը միջանկյալ որոշում է, որի արդյունքում կնեղանա վիրուսակիրների հնարավոր մուտքը։ Ուստի լավ կլինի, որ խոսվի նաև վճռական հարվածի մասին, որը կոչնչացնի վիրուսին։ Այսինքն՝ փնտրվի-գտնվի դեղամիջոց կամ պատվաստում, որը կչեզոքացնի այդ վարակը։ Գիտական համայնքի միտքը պետք է աշխատացնել այս ուղղությամբ։ Եվ մարդիկ պիտի իմանան, որ այդ ուղությամբ տքնաջան աշխատանք է կատարվում։ Արտակարգ դրությունը նաև սրելու է վարակի տարածմամբ պայմանավորված խուճապը, որն առանց այս էլ տարածվել է և տագնապ առաջացրել հասարակությաւն մեջ։ Եթե մարդու տեղաշարժը սահմանափակվելու է, ապա դա հավելյալ խթան է հանդիսանալու, որպեսզի դատարկվեն խանութների և դեղատների ցուցափեղկերը։ Հոգեբանական հարթության մեջ արտակարգ դրությունը հանգեցնելու է հասարակության ներքին լարվածության աճին, ավելանալու են սթրեսները և դրանց հետևանքով առաջացող հիվանդությունները։ Մյուս կողմից՝ արտակարգ դրությունը հասարակական համախմբման խթան է հանդիսանալու։ Այդ համախմբումը մեծ լիցք է գեներացնելու, որը հետագայում հնարավոր է ուղղել ստեղծագործ հուն։ Եթե իշխանություններին և մտավորականությանը հաջողվի հասարակական լարվածությունն ուղղել տնտեսությունը վերականգնելու ուղղությամբ, ապա կարելի է կանխատեսել, որ կորոնավիրուսի հետևանքով ունեցած կորուստները արագ կվերականգնվեն, և ինչու չէ, հնարավոր է՝ գրանցվի առաջընթաց։ Իսկ եթե իշխանություններն ու գիտական համայնքը մնան փախչելու, փակվելու վախերի արանքում, ապա կուտակված հասարակական էներգիան կարող է պարպվել հասարակական բողոքի ցույցերի մեջ, որոնք կարող են բարձրանալ վիրուսի նահանջից հետո։
