«Կենաց ու մահու» հանրաքվեն
POLITICSԻշխանության ներկայացուցիչները, խոսելով սահմանադրական հանրաքվեի մասին, նշում են, թե սա իրենց համար կենաց ու մահու կռիվ չէ, սակայն նրանց տրամադրվածությունն ու ռեսուրսների (մարդկային ու ֆինանսական) «մոբիլիզացիան» լրիվ հակառակի մասին են խոսում։
Իշխանության գործելաոճից պարզ է դառնում, որ այս հանրաքվեն իշխանությունների համար նույնիսկ ավելին է, քան կենաց ու մահու կռիվ. բոլորս ենք տեսնում, թե ինչպես է երկրի վարչապետն անձամբ շրջում մետրոյից Դենդրոպարկ՝ քարոզչական բուկլետ բաժանելու։ Իսկ այսօրվանից սկսելու է մասնակցել հանրահավաքներին, որտեղ նա իրեն զգում է ինչպես «ձուկը ջրում»:
Քանի որ խոր կասկածներ կան, որ անհրաժեշտ քվեն ապահովելը ֆանտաստիկայի ժանրից է, անհրաժեշտություն է ծագել օգտագործել բոլոր հնարավոր ռեսուրսները: Հենց դրա համար էլ Նիկոլ Փաշինյանը որոշ մարզպետների թույլատրեց մեկնել արձակուրդ։
Այս օրերին մարզերում են նաև գրեթե բոլոր՝ ռեյտինգային ընտրակարգով ընտրված պատգամավորները, ինչպես նաև այն պատգամավորները, որոնք արմատներով մարզերից են։ Նրանք առայժմ ինտենսիվ բուկլետ են բաժանում ու փորձում մարդկանց համոզել գնալ հանրաքվեի:
Ճիշտ է, բուկլետները շատ հաճախ բաժանողների շրջվելուն պես հայտնվում են աղբարկղում, բայց ամենավիրավորականն այստեղ այն է, որ ինչ-որ մեկի իբր «կրեատիվ» մտքի արդյունքում ՀՀ անձնագրի տեսքով «գրքույկն» է աղբարկղ նետվում, թեկուզ այն ընդամենը ինչ-որ բուկլետ է: Այնինչ, նման հեռանկարը պետք է որ հաշվի առնվեր՝ բուկլետին անձնագրի տեսք տալուց առաջ:
Ի դեպ, հավելենք, որ փորձագետներն արդեն համեմատականներ են տանում 2015-ի սահմանադրական հանրաքվեի հետ, երբ գրեթե նույն գործելաոճով իշխանության ողջ ռեսուրսը լծվել էր «Այո»-ի քարոզին։
