Բնակարանի գնման վկայագիր կարող են ձեռք եթե սկսել են ՀՀ քաղաքացիություն ստանալու գործընթացը
SOCIETYՏԿԵՆ միգրացիոն ծառայությունը ներկայացրել է նախագիծ, որով առաջարկվում է փոփոխություններ և լրացումներ կատարել կառավարության 2019 թվականի նոյեմբերի 21-ի թիվ N 1666-Ն որոշման մեջ։
Հիշեցնենք, որ 2019 թ.-ին ընդունվեց կառավարության «ՀՀ տարեկան պետբյուջեով նախատեսված հատկացումների հաշվին բնակարանների գնման վկայագրերի տրամադրման միջոցով բնակարանային ապահովման ծրագրի մասին» որոշումը, որով սահմանվում է բնակարանների գնման վկայագրերի տրամադրման կարգը։ Այս որոշման նպատակն է 1988-1992 թվականներին Ադրբեջանից բռնագաղթած`բնակարանի առաջնահերթ կարիք ունեցող անձանց մշտական օթևանով ապահովումը։ Արդեն իսկ ընթացքի մեջ է 112 ընտանիքների բնակարաններով ապահովման գործընթացը։
Օրերս տարածքային կառավարման և ենթակառուցվածքների նախարար Սուրեն Պապիկյանը 20 ընտանիքի բնակարանի գնման վկայագիր հանձնեց։ Տարվա ընթացքում նախատեսվում է անցնել հաջորդ փուլին՝ բնակարանների գնման վկայագրերի տրամադրումն իրականացնել արդեն Երևանի Կենտրոն, Էրեբունի, Նոր Նորք, Արաբկիր, Դավթաշեն վարչական շրջաններում։
2020 թվականի պետբյուջեով նախատեսված բյուջետային ծախսերի տնտեսագիտական դասակարգման «Այլ կապիտալ դրամաշնորհներ» հոդվածով արդեն իսկ նախատեսված է 2,169,750.0 հազար դրամ ուղղել միգրացիոն ծառայությանը բնակարանների գնման վկայագրերի տրամադրման նպատակով։
Հաշվի առնելով սա՝ ծառայությունն առաջարկում է նախ սահմանել Երևանի վարչական շրջանները, որտեղ իրականացվելու է բնակարանների գնման վկայագրերի տրամադրումը, նշում է, որ քաղաքացիները բնակարանները ձեռք բերելուց հետո պետք է ազատեն զբաղեցրած ոչ հիմնական շինությունը կամ ժամանակավոր կացարանը։
Բացի դա, հաշվի առնելով, որ գործընթացի առաջին փուլի ընթացքում պարզվել է, որ կան անձինք, որոնց ՀՀ քաղաքացիություն ձեռքբերումը բավականին երկարատև գործընթաց է, առաջարկվում է սահմանել՝ բնակարանի գնման վկայագիր կարող են ձեռքբերել նաև այն դեպքում, եթե սկսել են ՀՀ քաղաքացիություն ստանալու գործընթացը՝ պայմանով, որ կարող են օգտվել տրամադրված վկայագրից միայն ՀՀ քաղաքացիություն ստանալուց հետո։ Կառավարության գործող որոշման մեջ կատարվել են նաև մի շարք խմբագրական ուղղումներ։
