«Նիկոլը լավն է, կադրերը՝ վատը». Արթուր Ղազինյան

«Նիկոլը լավն է, կադրերը՝ վատը, կամ царь хороший, бояре плохие
Այս թեզը շրջանառության մեջ են դնում իշխանական քարոզիչներին ու ֆեյքային ՊՈԱԿ-ները՝ քաջ գիտակցելով որ ամբողջ իշխանությունը հիմնված է Նիկոլ Փաշինյանի վրա և իշխանությունը փրկելու համար պետք է ստորացնել, քավության նոխազ դարձնել, ապա և զոհաբերել իշխանության մնացած ներկայացոիչցներին։
Ինչպես կասեր դասականը, իյա, իրո՞ք։ Այդ որտե՞ղ կամ ինչո՞վ է արտահայտվել Փաշինյանի առավելությունը, օրինակ, Դավիթ Տոնոյանի, կամ Ատոմ Ջանջուղազյանի նկատմամբ։
Ենթադրենք թե դա իրոք այդպես է և անհրաժեշտ է իրոք փոխել Փաշինյանի շուրջը հավաքված և նրա բացարձակ հեղինակությանը վնասող կադրերին՝ համալրելով պետական կառավարման համակարգը պրոֆեսիոնալ և բանիմաց կադրերով։ Չեմ ցանկանում քննարկել այն խնդիրը, որ շատ քիչ պրոֆեսիոնալներ կհամաձայնվեն մաս կազմել այս իշխանությանը և ստանձնել նրա գործողությունների պատասխանատվությունը։
Հիմա հարց. հնարավո՞ր է արդյոք փոխելով իշխանության կադրերին շտկել իրավիճակն ու փրկել «շարքային Ռայանին», կամ որ նույնն է՝ հեղափոխությունը։
Օրինակ, գտնել աշխարհի լավագույն կառավարիչներին ու ստրատեգներին, և հավաքել նրանց Փաշինյանի շուրջ և հանձնարարել նրանց օգնել «ժողովրդի սրտի վարչապետին» իրականացնել իր «երկնային» առաքելությունը. փրկել «ժողովրդին»։
Դա մոտավորապես նույնն է, թե ձեռք բերես Pentium 22 համակարգիչ, այն ծրագրավորես Windows 6 օպերացիոն համակարգով և դիմացը նստեցնես համակարգչային միջակ գիտելիքներ ունեցող մասնագետի։ Երևի արդեն պատկերացնում եք արդյունքը։
Ներկայացնեմ մեկ այլ օրինակ։ Պատկերացրեք մի իրավիճակ, երբ գերհզոր շարժիչով արագընթաց մեքենայի ղեկին նստում է մի մարդ, ով իր կյանքում երբեք մեքենա չի վարել, չունի տարրական պատկերացնում մեքենայի կառուցվածքի և առանձնահատկությունների մասին։ Այս մարդը, իր ողջ կյանքում, երթևեկել է միայն երթուղային տաքսիով, օրնիբուն հայհոյել է մեքենան և նրա վարորդին, բողոքել և զրպարտել է իրեն շրջապատող մարդկանց։
Երբեք չի առաջարկել փոխել ինչ որ դետալ, կամ չի մտածել նոր երթուղի առաջարկելու մասին, այլ միայն զրպարտել է, զազրախոսել, հայհոյել ու վիրավորել։
Որքան էլ որ մեքենան լավը լինի, միևնույնն է, այն չի կարող արտադրել այն հզորությունը, որ թաքնված է մեքենայի շարժիչի մեջ, քանի որ վարորդը ուղղակի կապ չունի այդ մեքենայի հետ։
Նրանից հիմա փորձում են դարձնել Formula 1-ի վարորդ, ինչը նախ հնարավոր չէ, իսկ երկրորդն էլ, եթե նույնիսկ հաջողվի նստեցնել այդ հզոր մեքենայի ղեկին, կամ իրեն կվնասի, կամ էլ վտանգ կներկայացնի շրջապատի համար։
Հավաստիացնում եմ, որ ոչինչ չի ստացվի, քանի որ Նիկոլ Փաշինյանից պետական գործիչ և պետության ղեկավար թխել ուղղակի հնարավոր չէ։ Երկու տարի գտնվելով իշխանության ղեկին և տիրապետելով գրեթէ միապետական լիազորությունների, նա այդպես էլ չդարձավ իշխանություն, այլ մնաց նույն բողոքող, դժգոհ և զազրախոս ընդդիմադիր գործիչը։
Եվ այլևս չի կարող փոխվել»:
