Կորոնավիրուսն եկավ, ասաց, որ հեղափոխություն չի եղել

 Կորոնավիրուսի ուղտը չոքեց նաև Հայաստանի դռանը։ Թվում էր, թե իշխանությունները ժամանակ ունեին նախապատրաստվելու։ Սակայն գրանցված դեպքն ու դրան հաջորդած հասարակական իրարարանցումը ցույց տվեցին, որ մեր պետությունը կանգնած է շատ ավելի լուրջ վտանգի առաջ, քան կորոնավիրուսն է։ Պատերազմ տեսած ժողովուրդը գիտի՝ ինչ անել ռազմական իրավիճակում, ունի ինքնակազմակերպման, պաշտպանություն կազմակերպելու փորձված գործիքներ։

Իսկ ինչպե՞ս վարվի պատերազմի նոր մեթոդների դեմ, որոնց նախկինում չի բախվել։ Կարելի է ասել, որ հանրությունը պետք է ապավինի պետական կառավարման ինստիտուտներին։ Սակայն դրանք կարող են արդյունավետ գործել, երբ կան արժեքներ, որոնք համախմբում են հասարակությանը՝ նետված մարտահրավերին դիմադրելու հարցում։Եթե արժեքները չկան, ապա մարտահրավերին, տվյալ դեպքում՝ կորոնավիրուսին դիմակայելը դառնում է անհնարին, առաջանում է խուճապ, ինչին ականատես ենք լինում Հայաստանում, և մի շարք երկրներում։

Օդանավակայան մտնող պոտենցիալ վարակակիրների նկատմամբ անտարբեր վերաբերմունքը հանցավոր անգործություն է։ Իսկ կառավարության անդամների իրարամերժ հայտարարությունները ուսումնական հաստատությունները փակել-չփակելու վերաբերյալ վկայում են ապարատում առակա խուճապի մասին։ Եթե կորոնավիրուսն այդքան էլ սարսափելի չէ, ինչպես փորձում է հավաստիացնել Առողջապահության նախարարը, ապա ինչու՞ են փակում դպրոցներն ու բուհերը։ Իսկ եթե փակում են, ապա ինչու չեն վերանայում վիրուսի վտանգավորության մասին նախկին գնահատականները։ Այս անհեթեթ վիճակը ապացուցում է, որ կառավարության՝ կորոնավիրուսի դեմ պայքարում բարձր ամբիոնից հնչող սուտը չի զսպում իրարանցումը։

Այնպես որ, ավելի լավ է՝ ազնիվ լինել։ Խուճապի պատճառները փնտրելիս հարկ է նկատել, որ Թավշյա հեղափոխության միակ հռչակված թիրախը եղել է և կա նախկինների համակարգը, որն, ըստ հեղափոխության հարթակի՝ գործել է ժողովրդի դեմ, և այս իրավիճակում կթանկացներ գները, կստեղծեր արհեստական դեֆիցիտ։ Եթե կորոնավիրուսի առաջին դեպքի մասին լսելուց հետո մարդիկ զանգվածաբար դատարկում են խանութներն ու դեղատները, դա նշանակում է, որ նրանց թվում է, թե հեղափոխություն չի եղել։ Եվ ինչպես նախկինում, հիմա էլ՝ օրինաչափորեն, պիտի թանկանան մթերքն ու դեղամիջոցները։

Կորոնավիրուսի առաջացրած ընդհանուր խուճապը ոչ թե նվազեցնում է մարդկային կորուստներն, այլ բազմապատկում, ինչպես նաև՝ չնախատեսված ծախսերի տակ է գցում պետությանն ու հարկատուներին։ Խուճապն առաջանում է, երբ քաղաքացին չգիտի՝ ինչ անել։ Իսկ չգիտի, որովհետև չկան, արմատավորված չեն այն հիմնարար արժեքները, որոնք, տեսականորեն, հանգեցրել են թավշյա, ոչ բռնի, ժողովրդական հեղափոխությանը և այսօր առաջնորդում են մեզ։ Միգուցե հեղափոխություն չի՞ եղել։
